Construction Manager
Manage highway construction and inspection activities on all phases of projects to ensure quality in accordance with plans and specifications and provide a quality transportation system for the traveling public.
How you will contribute:
- Compliance and Recordkeeping: Review daily records for compliance to VDOT policies and procedures. Review and certify project records. Assure project operations conform to all OSHA, VOSH, MUTCD, Environmental, and Work Zone Protection Manual regulations. Ensure specification compliance for field work, sublet requests, work orders and force accounts. Ensure materials testing meets frequency requirements set forth in the Materials Manual of Instructions and all deficiencies are corrected. Ensure utility conflicts are documented and resolved. Ensure the issuance of C-5 and notification to contractor to proceed with work. Assure that all CR documentation is on file in accordance with VDOT policy. Be actively involved in appeals process for all prime contractors and subcontractors, in annual or final CPE, and in project closeouts. Update project website. Ensure project records are submitted to ACE and final payment (or request for extension) is processed.
- Licensure and Certification: Ensure required certifications have been obtained by staff and take remedial measures or develop action plans to assure program compliance with certification requirements.
- Resource Management and Coordination: Identify and provide on-site technical training for inspection staff. Utilize project schedule to assure inspection tasks are adequately covered. Present requests to augment staff and adjust work schedules in an effort to minimize overtime expenses. Document and bring forth any performance issues that cannot be resolved to the ACE. Make recommendations to the ACE regarding employee recognition for high performing project staff members. Remain responsive to the concerns of inspection staff and promote open two-way communications on the project. Coordinate with project stakeholders. Conduct required meetings. Participate in hiring process.
- Schedule and Budget: Ensure CEI Budget and Staffing Plan are developed and submitted. Complete all required status reports. Thoroughly review plans and contract documents, coordinate required meetings, contact and coordinate the participation of internal and external stakeholders, and provide information to make informed recommendations for proactive issue resolution. Ensure electronic data related to NOI issues are preserved and protected during project life. Participate in constructability and biddability reviews and provide accurate feedback and information. Ensure daily pay quantities are provided independent from those of the contractor and are reconciled with the contractor. Provide contractor acknowledgement of NOI and coordinate VDOT's response with project controls. Submit NOI response to Central Office and Attorney General's Office. Prepare claims. Ensure compliance with RW-24 Reports.

- Significant knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and CR guidelines, rules and regulations.
- Skill in the use of computers and software applications to include project management software.
Minimum Qualifications:
- Ability to communicate effectively verbally and in writing with contractors, political entities and general public.
- Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.
- Knowledge of federal, state and local transportation rules, regulations and policies.
- Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications).
- Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and CR guidelines, rules and regulations.
- Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques.
- Possession of or ability to obtain required certifications within 12 months of employment.
- Proven ability to manage construction activities on a wide variety of roadway, structure and bridge construction projects.
- Safety shoes required.
- Skill in the use of computers and software applications to include AASHTOWare Project (AWP) or project management software.
- Valid driver's license.
Additional Considerations:
- A combination of training, experience, or education in Civil Engineering, Construction Management, or related field desired.
- American Concrete Institute (ACI) Concrete Field Level I (CCWA) OR WACEL Concrete I Certification
- Asphalt Field Level I
- Asphalt Field Level II
- CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course
- DEQ: Inspector for Erosion Sediment Control (ESC IN)
- DEQ: Inspector for Storm Water Management (SWM IN)
- Experience in engineering or surveying related to construction and inspection requirements on highways and structures. Experience supervising and training others. Experience with VDOT contract specifications desired.
- Experience supervising consultant or in-house inspection staff.
- Experience with VDOT contract specifications.
- Guard Rail Installer Training (GRIT)
- Pavement Marking
- Possession of current certifications and completion of fall protection and confined space training.
- Professional Engineer's license or Certified Construction Manager (CCM) certification.
- Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge)
- Soils & Aggregate Compaction
