The work you will do: Construction Compliance Specialist - District Five / District Construction This position will schedule and conduct activities to ensure compliance with procedures, laws, contract requirements and standard practices, and will be responsible for preparation of correspondence regarding Equal Employment Opportunity, Disadvantaged Business Enterprise, Affirmative Action, and On the Job Training compliance for each project. Woodland Boulevard DeLand, FL 32720 Annual Salary Range: $45,249.36 - $58,558.00 Your specific responsibilities: Schedules and conducts compliance activities on assigned projects. Ensures compliance with procedures, laws, contract requirements and standard practices informally and with in-depth inspections and Quality Assurance Reviews (QARs). Identifies inconsistencies or deficiencies and guides/monitors corrective action. Identifies contractors eligibility for annual Federal Highway Administration (FHWA) Contract Compliance reviews. Schedules and conducts data collection and analysis on selected contractors. Designs and applies comprehensive analytical methods to factually substantiate finds. Prepares data for Compliance Review meetings and the official report of findings. Recommends and monitors reconciliation actions as appropriate. Monitors the compliance of stated contractual goals with the prime contractor and subcontractor on (location) projects. Reviews and evaluates compliance documentation and oversees the maintenance of Equal Employment Opportunity (EEO) project files and certified payroll files. Furnishes complete project files and attends/assists the District Compliance staff with Contractor/Consultant in-depth compliance reviews and (location) office audits. Communicates results of audits and reviews any irregularities that affect compliance to the Operations Engineer. Prepares all correspondence to contractors and Departmental personnel with regard to EEO, Disadvantaged Business Enterprise (DBE), Affirmative Action (AA) and On the Job training (OJT) compliance for each project. Attends preconstruction conferences to advise contractors of documentation requirements for EEO/DBE/AA/OJT, project onsite bulletin boards and Department actions taken in the event of non-compliance. Assists in reviewing a contract's OJT schedule and appointment requests. Ensures official enrollment of trainees. Directly communicates with trainees regarding the program, pay, problems, etc. Closely monitors trainee accomplishments/time and enters various trainee data in tracking system. Provides information and assistance to the contractor regarding the recruitment of trainee candidates, the selection of job training classes and/or the establishment of new training classification. Reviews the periodic training reports. Assists Project Administrators, Inspectors and Contractors on submission of required documentation. Anticipates and works with contractors to prevent non-compliance with contract OJT requirements. Reviews contractor progress in attaining DBE utilization; recommends utilization changes. Reviews DBE payment data. Provides information and assistance to DBE firms and assists in Department sponsored DBE programs. Provides technical assistance training. Develops training courses for field staff at location Construction Office covering EEO/DBE compliance and OJT. This will include providing handouts, directing and conducting training sessions. Communicates DBE compliance responsibilities to the Project Team. Receives and reviews DBE compliance documentation. Evaluates annually and at contract completion overall attainment of DBE compliance utilization. Conducts and reports associated DBE compliance reviews and monitor corrective actions. Develops, maintains and applies comprehensive and practical knowledge of related Federal laws, Florida Statutes, FHWA requirements, Florida Department of Transportation procedure and the operating practices of contractors and other Districts. Communicates with District staff observations, trends, problems, etc. and assists in achieving consistency and compliance of all program matters; completes various reports of work activities. Collects and reviews the accuracy and thoroughness of EEO/AA compliance on Title VI and Title VIII activities in work units. Assists with public hearings or complaint activities as assigned. The successful candidate will have the following required knowledge, skills, and abilities: Knowledge of: current computer programs, Department EEO and DBE compliance procedures, construction practices and procedures. Skills in: organizing files and preparing correspondence, oral and written communication and conducting field interviews, using current computer programs. Ability to: compose written correspondence, policies and procedures and various reports, conduct program reviews to ensure compliance with applicable standards and guidelines, establish and maintain effective working relationships with others, read, understand and apply applicable rules, regulations, policies and procedures, collect and analyze data and documentation accurately and in a timely manner, advise and instruct Project Administrators and consultants on Department procedures and record-keeping requirements. Other job-related requirements: Due to the nature of this position, incumbent must respond to emergencies. Minimum qualifications: High school diploma or its equivalent; 2 years' experience in a related field can substitute for the high school diploma or equivalency.
