About Project Resources Group and the Role
PRG is seeking a skilled Construction Coordinator to join our team. This role involves field and office responsibilities, ensuring the execution of outside plant telecommunications construction projects. The ideal candidate will be well-versed in underground and aerial fiber cable installation. Key tasks include conducting site walkouts, verifying as-built plans, troubleshooting issues, ensuring compliance with safety standards, and managing permitting processes. Additionally, the coordinator will be responsible for preparing project documentation, managing material procurement, compiling reports, and coordinating with local municipalities.
Key Responsibilities
- Provide dedicated technical support for client projects
- Review design quality, validate field and permitting revisions, and address inquiries from engineering and construction vendors.
- Manage aerial permit applications and approvals for Indiana-based projects, ensuring compliance with state, municipal, and pole owner requirements.
- Serve as the primary liaison between clients, Indiana utility companies (e.g., Duke Energy, AES Indiana, NIPSCO), telecom providers, and local governments for pole attachment agreements and aerial permitting.
- Research and adhere to Indiana-specific regulations, including Indiana Utility Regulatory Commission (IURC) guidelines, Indiana Department of Transportation (INDOT) policies, and local municipality ordinances.
- Coordinate with pole owners (e.g., electric cooperatives, AT&T, Verizon, local telcos) to secure necessary pole attachment agreements, make-ready assessments, and right-of-way permits.
- Track and manage permit timelines, ensuring compliance with INDOT, county highway departments, and railroad crossing permits where applicable.
- Maintain detailed records of pole ownership, permit statuses, and client correspondence in compliance with Indiana utility and municipal standards.
- Assist clients with aerial design conflicts, joint-use pole applications, and utility coordination to avoid delays.
- Resolve issues related to permitting denials, violations, or disputes with Indiana pole owners and agencies.
- Stay updated on Indiana's evolving aerial use laws, including small cell deployment regulations (HB 1164/HB 1065) and 5G infrastructure policies.
Process Mastery
- Maintain a deep understanding of the Outside Plant (OSP) Engineering process to effectively collaborate with construction and network engineers on client projects.
Requirements
- 2+ years of experience in aerial permitting, utility coordination, or pole attachment management, preferably in Indiana.
- Familiarity with Indiana utility companies, telecom providers, and municipal permitting processes.
Knowledge of INDOT permitting, and IURC pole attachment rules.
- Experience working with SPANS, National Joint Use Notification System (NJUNS), Katapult, or similar pole attachment management tools.
- Strong communication skills for negotiating with Indiana pole owners (e.g., utilities, co-ops, municipalities).
- Ability to interpret aerial construction plans, GIS mapping, and utility pole load studies.
- Proficiency in Microsoft Office, permit tracking software, and document management systems.
Preferred (But Not Required):
- Previous work with Indiana telecom, electric utilities, or wireless infrastructure firms.
- Understanding of FCC regulations as they apply to Indiana aerial deployments.
- Certification in Utility Coordination, Right-of-Way Permitting, or Project Management.
