Job Overview Using constructions plans, blueprints, pricing software, and other associated pricing indexes and materials, the Estimator is responsible for timely and efficient preparation of cost proposals for various types of construction projects assigned to the organization. This position provides administrative support for project close-out, requests for information (RFIs), and submittals; and partners with all project principals to ensure accurate oversight of cost expenditures related to cost proposals, bid specifications, change orders, and budget tracking. Assists with development of Gordian unit price book (UPB), local and national databases, to maximize efficiency, optimize cost savings, and increase construction quality by facilitating the addition of repetitive and large quantity items. Essential Duties & Job Functions: Performs construction proposal duties to include developing activity durations, evaluating sub-contractor estimates, recommending adjustments, engaging in vendor follow-up, analyzing scopes of work and similar cost estimating responsibilities. Reviews contract documents and project modifications to assist Superintendents with developing scopes of work, RFIs and field changes. Utilizes pricing manuals, program software and other devices (e.g. adding machines, calculators, etc.) for the calculation and analysis of job estimates. Tracks all proposal activities to ensure management can address customer inquiries. Meets with management and customers to review status of all projects. Tracks and prepares invoicing documentation for UPB provider by utilizing approved proposals. Generates Purchase Requisitions to initiate subcontractor procurement from pricing phase to award phase. Creates Independent Cost Estimates for unique trades to satisfy procurement requirements. Updates and submits required Facility Equipment Lists to the customer per contract requirements. Accumulates, evaluates, and tracks/trends historical cost data, and construction procedures/methods to develop and maintain current estimating standards and databases. Builds solid partnerships with subcontractors and works to expand network of subcontractors including partnering with Procurement for these initiatives. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing networks and participating in professional societies. Performs other duties as assigned.
Job Requirements
Mandatory: High School Diploma or GED. Ability to develop cost proposals with pricing software. Demonstrated experience with UPB Proposals. Extremely organized with ability to multi-task on multiple concurrent projects. Experience using Unit Price Book (UPB) estimating techniques and/or software. Experience estimating projects averaging at least $125,000 in value. Sound understanding of construction project awards, scheduling, tracking, and closeouts. Ability to conduct group meetings, negotiations, and reconcile conflicting views. Ability to use Microsoft Excel, Word, and Outlook. Ability to pass pre-hire background and drug screen. U.S. Citizenship. Ability to obtain and maintain the required intelligence community security clearance. Valid state driver's license. Preferred: Associates/Bachelor's degree in a related construction/management field or a Trades license. Extensive understanding of Government construction contracts, FAR and Davis Bacon Ac Experience with UPB task catalogs, specification books and associated estimating software. Possess an intelligence level security clearance. Physical Requirements: Ability to lift 50 pounds.
