Rehabilitate Historic Bathhouses
This project involves strategic rehabilitation of the historic Maurice, Libbey, Buckstaff, and Fordyce Bathhouses to provide opportunities for their adaptive reuse. Numerous critical building systems and features need to be restored, rehabilitated, or replaced after years of decay, particularly in the two facilities that have been vacant for many years (Maurice and Libbey). The goal is to present prospective lessees with safe, appealing facilities while helping to preserve and protect these assets for compatible reuse, including private sector business opportunities that would generate revenue while allowing for public use and enjoyment
The construction project location is: Four separate buildings located in downtown Hot Springs, Arkansas. This is a busy tourist destination with a bustling central thoroughfare, and the Park and Town must remain open to visitors during construction.
Requirements:Qualification/Tasks:
- The Part-time CMR will assist the Full-time CMR with on-site observation and documentation (submittals, RFIs, payment requests, IGE’s, proposal analyses, modifications, etc.).
- The CMRs will be the backup for each other during any limited times when on leave or unable to be on site, pending Government approval.
- The CMR shall possess the ability to walk up stairs, kneel/squat, climb ladders and get onto and use scaffolding/a lift to access and view the building walls and roof, walk on the roof, use a ladder, and be tied off using a Personal Fall Arrest System (PFAS) on a daily basis to observe contract performance.
- The CMR shall possess the ability to work in a construction trailer and operate a computer system for up to 4 hours per day.
- The CMR shall possess the ability to enter a confined space.
- The CMR shall possess the ability to read, interpret and understand the Construction Contract, Plans and Specifications. The CMR(s) shall thoroughly read all contract plans, specifications, and requirements and become knowledgeable regarding all contract requirements prior to work being performed. The CMR(s) shall comply with the contractor’s approved safety plan for the project.
- The CMR shall be knowledgeable in hazardous materials abatement/disposal, accessibility compliance, building conservation, MEP systems, commissioning, roofing systems, historic preservation, site protection, architecture, engineering and construction practices including applicable industry standards, regulations or codes, cost breakdown estimating and negotiating, and technical writing.
- OSHA 30.
- Individuals assigned to this project shall have expert computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of software programs such as Microsoft Word, Excel, Teams, and Project.
- The CMR shall be able to access and effectively utilize the Construction/Project Management software Project Teams using communications, project progress meetings, review of submittals, RFI’s, transmission of digital progress photographs, etc.
Proposed Work Schedule:
- Part time (20 hrs/wk) coverage – 487 calendar days or approximately 70 weeks (Approx. Oct. 1st, 2025, to Jan. 31st, 2027).
- Should Option 3 be awarded the CMR would work additional half time hours on site for an additional 6 months (20 hrs/wk coverage – 182 calendar days or 26 weeks (Approx. February 1st, 2027, to July 31st, 2027).

- Describe the scope of each construction project, the cost of each project and the specific duties, roles and responsibilities the CMR provided.
- Provide a brief narrative describing what elements of the scope of each project are comparable to this project and in what ways the specific duties, roles and responsibilities provided by the CMR for each project compared to the duties, roles and responsibilities that the CMR will need to provide for this project.
- Include in the narrative a brief description about how the CMR added value to the project.
