Aqua Quantum LLC is currently seeking an experienced Construction Manager Owner’s Representative to support the design and construction of a waste-to-energy project in Oregon. The Project has an estimated value of $80 million in planned improvements to treat dairy wastes in thickening and anaerobic digestion processes, followed by upgrading of biogas to Renewable Natural Gas. This project will be the largest of its kind in the world in a growing agricultural renewable natural gas (RNG) market. The Project is funded by private equity and execution of the design-build contract is expected in August 2024. The project is a Progressive Design Build with Preconstruction Phase running from September 2024 through April 2025, and Construction Phase running from April 2025 through July 2026. The Construction Manager will be based at the construction site and represent the Project Owner with oversight of the design-build contractor, and coordination with the land owner. Essential Functions Onsite oversight of design builder performing the design and construction services. Follow Owner’s project objectives, policies, procedures and performance standards within boundaries of corporate policy. Initiate and maintain liaison with Owner, Design-Builder and Landowner to facilitate completion of design and construction activities. Monitor/control construction through administrative direction of the Design-Builder to ensure project is built on schedule and within budget; investigate potentially serious situations and work with Design-Builder to implement corrective measures. Monitor and report on Project risks with reporting and assist in development of mitigations with Owner and Design-Builder. Represent Owner in project meetings. Manage financial aspects of third-party contracts to protect Owner's interest and simultaneously maintain good relationship with Owner. This includes engineering Owner Advisors. Work jointly with other members of the project team to follow the Construction Management Services Administration Plan. Use the planning guidelines and tools throughout the implementation of planning design and construction of the project. Assure that direct reporting employees follow safe work practices and use company guidelines and policies for planning and executing work in a safe manner. Work in a manner to ensure your personal safety and that of fellow employees by following company health and safety guidelines and policies. Provide leadership and technical support to internal Owner team and use this technical expertise to review products produced by Design-Builder and project changes proposed by Design-Builder which construct the project. Support Change Management, Cost Estimating, revenue and Cost Forecasting and Scheduling. Assume additional responsibilities as directed by Program Executive of the Owner team. Review and report on Design-Builder's schedule.

Basic Qualifications Four-year degree in engineering, construction management, or related field or equivalent combination of experience, skills, and training. Minimum 10 years’ relevant experience or equivalent skills and experience. 3+ years of experience on water or wastewater plants projects. RNG experience desired but not a requirement. Must be able to apply innovative and effective management techniques to maximize the protection of the Owner’s financial and quality interests Ability to interpret detailed construction schedules, evaluate and report. Experience with P6 Primavera preferred. Thorough understanding of corporate and industry practices, processes, standards, etc. and their impact on project activities vital to the delivery of the project on time and within budget. Experience reviewing periodic pay applications of contractors and review of required schedule updates Superior communication and interpersonal (tact, diplomacy, influence, etc.) skills essential. Essential requisite writing skills for the preparation of reports, request for proposals from engineering consultant and critical correspondence to the Owner. Competency in all Microsoft suite of products Safety oriented required, OSHA training (preferred) Special experience and expertise with water/wastewater projects Strong business-orientation required. Proven experience and judgment.
