ASR is seeking an experienced Construction Management Representative (CMR) for a prestigious position providing construction management support to government project teams at the White House and on the Presidents Park grounds. The primary role of the CMR will be to oversee, manage, and inspect the work of various construction contractors performing on-site construction activities. Responsibilities: Oversee, manage, and inspect the work of construction contractors, including escorting for site visits. Manage projects for progress, workmanship, and conformance with contract documents and codes. Arrange and conduct meetings at various locations and sites. Complete and submit Daily Diary and weekly field reports. Update project teams on progress, address issues, and coordinate upcoming activities. Provide technical support to Government Project Teams during construction across multiple projects. Review, comment, and process Division 01 submittals; monitor compliance. Attend safety meetings, monitor safety compliance, and document issues. Draft RFPs, prepare government cost estimates, and conduct negotiations. Perform quantity surveys, review progress payments, and verify payrolls. Review and log submittals, RFIs, and contractor QC reports. Verify that as-built drawings are updated and all close-out documentation is complete. Coordinate inspections, prepare deficiency lists, and draft related reports. Ensure completion of manuals, warranties, and guarantees. Coordinate site access and provide escorts for visitors. Advise on potential problems and provide regular project status reports. Qualifications: U.S. Citizenship. Top Secret security clearance or ability to obtain. Bachelor's degree in Engineering, Construction Management, or related field from an ABET-accredited college. At least 2 years of construction management/engineering experience on federal projects. Experience as a CM, CMR, Owners Representative, or similar on at least 3 projects in 5 years. Experience in secure facilities with limited access and proximity to sensitive resources. Experience working with stakeholders, reviewing designs, shop drawings, and specifications. Knowledge of safety regulations and OSHA-30 certification. Proficiency in construction practices, codes, estimating, and technical writing. Ability to manage complex projects and coordinate resources. Experience collaborating with Government Project Managers on change requests, RFIs, and reports. Proficient in Microsoft Office, Primavera P3, and related software.
