CONSTRUCTION MANAGER

Bristol Infrastructure Designs Services, LLC is hiring a Construction Manager (CM) to support the NAVFAC MIDLANT at the Norfolk Naval Shipyard (NNSY) in Portsmouth, VA. The CM will provide technical services and expertise related to all phases of construction on various projects.
Major Responsibilities
The Construction Manager will:
Review pre-final contract drawings and specifications for constructability and compatibility with field conditions.
Attend contractor pre-bid project site visits and document questions.
Coordinate mandatory post-award contract meetings, including kickoff, preconstruction, partnering, quality control, design review, coordination, weekly production, LEED, facility turnover, final inspections, and other relevant meetings.
Review contractor submittals such as schedules, environmental and quality plans, accident prevention plans, and approve technical submittals like shop drawings, product data, samples, design data, manufacturers instructions, test plans, certificates, and O&M data.
Manage contractor RFIs and ensure timely responses.
Monitor project budget and schedule, initiating corrective actions as needed.
Understand schedules using network analysis and assess impacts of modifications.
Review construction progress reports and quality control reports.
Attend QC meetings and ensure contractors quality control compliance.
Provide technical solutions to unforeseen construction problems, including recommending field changes with no scope impact.
Assist in managing Post Construction Award Services (PCAS).
Coordinate delivery, acceptance, inspection, and installation of Government furnished equipment.
Coordinate installation of collateral equipment and utility connections.
Identify scope, cost, or schedule modifications through collaboration with relevant parties.
Review Activity Hazard Analyses and Accident Prevention Plans with the ET.
Prepare or coordinate sketches and drawings for proposed changes and modifications.
Review and approve contractor schedules for payments and invoices.
Review Crane Critical Lift Plans and crane operation qualifications.
Ensure contractor conducts monthly safety self-evaluations and submits reports.
Support outages and coordinate safety and health compliance, including dismissals if necessary.
Review statements of work and RFQs for technical accuracy.
Coordinate property record documents and transfer procedures.
Report contractor performance and assist in contract closeout activities.
Manage contractual correspondence and ensure documentation in the contract file.
Respond to Congressional and FOIA inquiries.
Communicate professionally at multiple levels to obtain decisive actions.
Keep the supervisor informed on project status.
Support claims, disputes, and termination processes.
Update NAVFAC enterprise IT systems with project info.
Provide project status updates to NAVFAC and supported commands.
Participate in process improvement teams for Capital Improvements projects.
Job Qualifications
Degree in engineering (ABET-accredited), architecture (NAAB-accredited), construction management, or engineering technology from an accredited university.
PE or RA registration is highly desirable.
At least 7 years of experience as a Construction Manager, Project Manager, Field Engineer, or QCM on commercial/industrial, utility, or waterfront projects valued over $5 million.
Strong understanding of construction supervision and engineering principles.
