Construction Manager (Airport Program-Level Oversight)

Role Summary:
The Construction Manager (CM) provides comprehensive oversight and management of assigned construction packages within the airport expansion program. Working closely with the Owner's Program Management Office (PMO), the CM ensures that contractors deliver projects safely, on schedule, and in alignment with budget, design intent, and stakeholder expectations.
Key Responsibilities:
- Serve as the primary point of contact for construction execution on assigned
- packages.
- Manage schedule, cost, quality, and risk across multiple phases of construction.
- Coordinate with inspectors, design teams, airport operations, and contractors
- to resolve field issues.
- Lead construction progress meetings and interface with key stakeholders.
- Review and approve contractor submittals, change orders, RFIs, and pay
- applications.
- Track progress against milestones and assist with claims avoidance or
- mitigation.
- Monitor and enforce contractor compliance with safety and security regulations.
- Support phasing, logistics, and operational continuity planning to avoid
- disruption to airport operations.
- Collaborate with the Program Controls team to maintain accurate cost forecasts
- and reports.
- Provide leadership, mentorship, and oversight to on-site inspection and field
- staff.
Qualifications:
- 10+ years of progressive experience in construction management of large-scale
- vertical infrastructure projects.
- Airport construction experience preferred.
- Strong understanding of CPM scheduling, phasing, QA/QC protocols, and public
- agency coordination.
- Ability to manage multiple contractors in a highly regulated environment.
- Excellent leadership, negotiation, and communication skills.
- Bachelor's degree in Construction Management, Civil Engineering, or related
- field preferred.
- Able to secure and maintain required airport security credentials.
