General Statement
The Construction Program Manager, under limited supervision, performs professional and technical work for the Engineering Division of Union County Water. Work involves managing, directing, and reporting on the work of inspections staff, coordinating activities with other divisions, departments, consultants, contractors, and outside agencies, ensuring work quality and adherence to standards, specifications, policies, procedures, and regulations related to water and wastewater infrastructure. The Construction Manager must exercise considerable initiative and independent judgement to successfully complete construction of projects on time and within budget. The Construction Manager serves as the liaison with County employees, government officials at various levels, elected officials, state and regional agencies, the general public, customers, contractors, and consultants and must exercise tact, courtesy, and professionalism at all times. This is a management level position and reports to the Engineering Director.
Essential Functions
Manages the Construction Group; monitors staffing requirements and evaluates workload; supervises and manages inspections supervisors and staff; participates in the solicitation and contract award process; and administers the construction and commissioning of water and wastewater infrastructure projects.
Provides oversight and technical support to those direct reports to ensure enforcement of contract requirements, County Policies and Procedures, and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures.
Performs supervisory duties such as: evaluating performance; reviewing and proposing disciplinary actions; interviewing applicants and making selections; providing for career development, supporting and ensuring compliance with County policies.
Researches, recommends, and directs inspection staff in the resolution of conflicts.
Responds to citizen inquiries and complaints and facilitates one on one or group meetings to address concerns as needed.
Knowledge of the principles of, design, construction, and operation of water distribution and wastewater collections systems, including applicable local, State and Federal laws, ordinances and regulations.
Manages reports, records, and data required for archiving and/or submission by governing and regulatory agencies associated with water distribution and wastewater collections systems.
Analyzes and problem-solves complex issues; investigates concerns, identifies issues, assesses alternatives, provides information, coordinates resources, and facilitates solutions.
Stays abreast of Federal and State guidelines, regulations, and laws; briefs employees on changes in regulations.
Interprets and applies rules set forth in Title 15A of the North Carolina Administrative Code (NCAC) governing Public Water Systems and Environmental Management.
Assists the Engineering Director with developing the fiscal year budget for the Construction Management group.
Develops goals and objectives for future budgeting purposes and monitors approves departments budget regularly, controlling expenditures within budget.
Communicates with municipal officials, engineers, contractors, developers, attorneys, planners, other County departments, and the general public regarding construction activities.
Attends Board meetings, Public Hearings, Public Meetings, and conferences regarding present, past, and future projects as required.
Serves on various workshop teams to develop or revise policies, standards, or projects for UCW and/or the County.
Assist the Engineering Director with developing division workflows, identifying improvement, and providing suggested revision to policies and procedures.
Supports Union County Water staff by providing information and data relevant to projects and construction activities.
Establishes and maintains effective working relationships with other employees, consultants, contractors, and the general public.
Proficiency with software applications such as GIS, AutoCAD, Lucity, construction management and scheduling software, and standard office products.
Ability to effectively and efficiently communicate with the general public, engineers, developers, contractors, attorneys, planners, and other County departments.
Performs other related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's Degree from an accredited university in Civil Engineering or related field, and seven (7) years of related experience in utility construction or design practices; or equivalent combination of education and experience.
Licenses or Certifications:
Must have a valid Driver's License and be able to maintain a safe driving record as defined by the Union County Vehicle Use Policy.

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, copiers, calculators, printers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Work requires walking and standing for extended periods of time.

RETIREMENT
Membership in the North Carolina Local Government Employees Retirement System is a requirement for all full-time and benefitted part-time employees. Employees contribute six percent (6%) of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have five (5) years of service, you are 100% vested in the NCLGERS.

LEAVE PROGRAMS
VACATION LEAVE
Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.
SICK LEAVE
For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
SICK LEAVE TRANSFER FROM OTHER AGENCIES
Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.
HOLIDAYS
There are 12 County recognized holidays per year with 1 floating holiday available.
MILITARY LEAVE
Annual Training - 10 paid workdays granted.
Active Duty - 20 paid workdays granted.
CIVIL LEAVE
Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.
FAMILY & MEDICAL LEAVE ACT
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.
PAID PARENTAL LEAVE
Parental Leave provides the employee paid leave for the first eight weeks of approved FML for the birth of a son or daughter, or placement with the employee of a son or daughter for adoption or foster care.
ADMINISTRATIVE LEAVE
Educational Leave is available to regular full-time and benefitted part-time employees when participating in a job-related, short course, such as an update, not to exceed ten (10) consecutive working days.
