Position Overview:
Pernix International seeks a highly skilled Finance Manager to oversee financial operations for the construction and commissioning of large-scale data center projects. The Finance Manager will be a US CITIZEN, manage project budgets, forecasts, and financial reporting while ensuring that all activities meet internal policies, industry standards, and regulatory requirements. This role also includes overseeing jobsite accounting, managing payroll, auditing, and coordinating financial operations with both local and U.S. teams. The ideal candidate will bring 8+ years of financial management experience, preferably in the construction or infrastructure sectors.
Key Responsibilities:
Financial Planning & Budgeting:
Lead the development and management of financial budgets for data center construction projects, including detailed cost forecasting and resource allocation.
Collaborate with project managers to define financial targets and establish financial plans aligned with project goals.
Ensure that the budgeting process incorporates all relevant construction costs, including labor, materials, equipment, subcontractors, and overhead.
Financial Reporting & Analysis:
Oversee preparation and analysis of monthly, quarterly, and annual financial statements.
Conduct variance analysis, providing detailed explanations for discrepancies between forecasted and actual costs.
Deliver comprehensive financial reports to senior management, including cost-to-completion analysis, cash flow projections, and financial performance metrics.
Cost Control & Risk Management:
Implement cost control measures to minimize financial risks and ensure projects stay within budget while maintaining high quality and safety standards.
Identify potential financial risks associated with data center construction, such as scope changes, cost increases, and market fluctuations.
Manage costs for procurement, labor, equipment, and materials, ensuring maximum cost-efficiency without compromising quality.
Cash Flow Management:
Oversee cash flow for construction projects, ensuring sufficient funds to meet financial obligations, including vendor payments, subcontractor fees, and equipment purchases.
Develop and manage cash flow forecasting processes, ensuring financial requirements align with construction schedules and project milestones.
Ensure timely invoicing and receivables management for prompt payments.
Contract Management & Vendor Relations:
Collaborate with legal and procurement teams to negotiate and review contracts with contractors, suppliers, and subcontractors.
Ensure compliance with contractual terms, payment schedules, and dispute resolution.
Monitor vendor relations and ensure that financial contract terms are upheld.
Compliance & Regulatory Oversight:
Ensure compliance with financial regulations, tax laws, and industry-specific standards related to data center construction.
Coordinate audits and prepare financial records for internal and external review.
Stay updated on relevant financial regulations, tax codes, and reporting requirements specific to the construction and infrastructure industries.
Human Resources & Payroll Management:
Manage human resources and payroll activities for the local workforce, including several hundred employees.
Coordinate with the U.S. office to provide monthly payroll information for U.S. and third-country nationals.
Oversee visas, work permits, and site access for U.S. and third-country national staff.
Subsidiary Management & Reporting:
Manage jobsite accounting and related control activities for the established foreign subsidiary.
Report monthly accounting transactions and verify the accuracy of cost reports, incorporating both local and U.S. data.
Oversee the local subsidiary’s audit and tax reporting processes.
Life Support & Administration:
Manage life support activities for all U.S. and third-country national employees, including housing, transportation, and other necessary services.
Supervise all local office support staff and general office administration, ensuring efficient operations.
Coordinate with U.S. office regarding procurement and shipping of materials and supplies purchased in the U.S.
Procurement & Supply Chain Management:
Establish and maintain all local purchasing activities, including subcontractors, materials, supplies, and equipment.
Coordinate with the U.S. office for procurement and shipping logistics.
Government Relations & Compliance:
Liaise with local government bodies regarding permits, required licenses, payroll and taxes, and other regulatory matters.
Ensure compliance with local laws and regulations affecting the construction and financial operations of the data center.
Team Leadership & Development:
Lead, mentor, and develop a team of finance professionals, fostering a collaborative and high-performance environment.
Provide training on project finance management and industry trends, ensuring continuous professional growth.
Strategic Financial Advisory:
Provide strategic financial guidance to senior management and project teams.
Support decision-making on budget allocations, risk management, and financial strategies.
Advise leadership on project financing and funding strategies, including ROI calculations and capital investments.
Qualifications:
Education & Experience:
Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (educational requirements could be waived based on candidate’s experience).
8+ years of financial management experience, with a strong focus on large-scale capital projects in construction or infrastructure.
Proven experience in financial planning, forecasting, budgeting, and reporting for data center construction projects or similar critical infrastructure.
Technical Skills & Certifications:
Advanced proficiency in ERP systems (e.g., SAP, Oracle), Microsoft Office Suite, and project management tools.
CPA or CMA certification preferred.
Familiarity with financial regulations and industry standards specific to construction and infrastructure.
Soft Skills & Competencies:
Strong analytical and problem-solving skills, with the ability to interpret complex financial data and make strategic decisions.
Excellent communication skills, both verbal and written, with the ability to interact with diverse teams, vendors, and clients.
Strong leadership and team management abilities, with experience leading a finance team in a project-based environment.
Detail-oriented with exceptional organizational skills and the ability to manage multiple tasks and deadlines.
