Job Summary
Under the oversight of the Director of Maintenance & Infrastructure Projects, the Design and Construction Project Manager is responsible for all efforts associated with successfully overseeing and directly managing multiple University construction projects. This includes all aspects of project management during the planning, design, construction, occupancy, and closeout phases of the project life cycle. This position is required to collaboratively interface with a variety of stakeholders including senior administrators, staff, faculty, students, colleagues from the CSU Chancellor’s Office, representatives for agencies having jurisdiction including those at the Federal, State and local level, along with various professional consultants, contractor and vendors.
The Maintenance & Infrastructure Projects unit of Facilities Development & Operations provides services to a University campus spread across five sites comprised of +170 acres, 52 buildings, and more than six million gross square feet. In addition to the Director, the unit employs four full-time permanent staff (whose efforts are integrated with the Physical/Capital Planning & Real Estate and Major Design & Construction Projects teams) and utilizes several architects, engineers, and consultants in the delivery of services to the campus. Key Responsibilities Manages all aspects of assigned projects through the full course of the project life cycle, including planning, design, construction, occupancy, and closeout phases. Independently leads and directs projects requiring functional integration and involving multiple disciplines to be managed. This includes those associated with major maintenance and repair, minor capital renewal/improvements, deferred maintenance, and infrastructure improvements
Ensures all assigned projects are managed in alignment with the University's Capital Outlay Management Plan as well as any corresponding CSU or State of California regulation governing University projects. Organizes and coordinates as necessary throughout all project phases with the Campus Deputy Building Official, Construction Administrator, agencies having jurisdiction, and others
Leads and directs project teams (project architects, engineers, contractors, inspectors, during all phases
Develops conceptual design documents, cost estimating and analysis, and similar work efforts required to determine overall project feasibility
Develops a comprehensive scope of work, budget, and schedule for approval by others
Ensures ongoing compliance with appropriate codes and regulations for assigned projects
Responsible for managing the project budget, working collaboratively with the Business & Administrative Support Services team
Collaborates with the Business & Administrative Support Services and the campus Strategic Sourcing team to develop requests for proposals/bid packages and other necessary documents required to advertise and award contracts for assigned projects
Maintains a project daily diary describing general events, noting problems and unusual events, and recording decisions and directions given to contractors or design professionals
Submits reports concerning all aspects of a project, including budget, schedule, outstanding issues, RFIs, submittal logs, inspection logs, contingency balance, and more
Analyzes situations and proposes solutions, implementing them where directed
Participates, leading where assigned, in the development of assigned initiatives designed to improve overall project management efficiency, service level, quality control, and communications associated with management of university development and construction projects Knowledge, Skills & Abilities Thorough knowledge of project management practices including that required to plan, lead and oversee complex construction projects. To include in-depth knowledge of public works construction processes, and skill to manage all phases of planning, design and construction
Advanced knowledge of applicable state and federal codes and regulations pertaining to the construction industry including understanding of the California Building Code, the American with Disabilities Act and the Safety Orders of the Division of Industrial Safety for the State of California as such pertains to public works construction projects
Ability to apply such knowledge successfully for assigned projects
Knowledge of project scheduling including task/resource loading, and critical path sequencing methods required to run an efficient project
Ability to analyze and review of schedules to guide adjustment as needed to manage schedule and risk
Knowledge of common project delivery methods including design-bid-build, design-build, and job order contracting
Demonstrated experience managing projects within the approved scope and agreed upon schedule and budget expectations
Analytical skills to ensure adherence to requirements and assure a high level of quality control
Ability to communicate effectively and work harmoniously with a wide variety of individuals and organizations directly and indirectly involved with projects and/or assignments
Ability to initiate, establish, and foster a positive, cooperative, productive work atmosphere while establishing effective working relationships within a diverse population and with those from various cultural backgrounds
Ability to operationalize sustainability concepts (economic, social, environmental justice) into all aspects of job duties Required Qualifications Bachelor’s degree in architecture, engineering, construction management, business or a related field OR which may be obtained through equivalent experience such as might be attained through four years of project management
Four years of demonstrated project management experience in a lead role for all phases of construction projects
Valid driver’s license License
A valid driver's license is required for this position. Out of state candidates selected for the position must obtain a State of California driver's license within 10 days of hire in accordance with the California Department of Motor Vehicles regulations.
Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses. Preferred Qualifications Project Management (PMP) certification as granted by the Project Management Institute
Certifications for code-related inspections as issued by the International Code Council
Five to seven years of demonstrated project management experience in a lead role for all phases of construction
Two years of experience/training in one or more of the following areas: construction project management, cost estimating, scheduling and schedule analysis, inspector of record
Demonstrated experience managing construction projects for a local, county or state facility, College or University or other multi facility commercial complex
Experience working in a University setting
Implements and coordinates design review and plan check services for assigned projects in consultation with the Campus Deputy Building Official, Campus Architect, and Construction Administrator
Maintains a project daily diary describing general events, noting problems and unusual events, and recording decisions and directions given to contractors or design professionals
Develops and maintains a change order log for all contracts, reviews contingency status, and conducts an in-depth analysis of change requests
Submits reports concerning all aspects of a project, including budget, schedule, outstanding issues, RFIs, submittal logs, inspection logs, contingency balance, and more
Develops and oversees project close-out, including agency approval, training, warranties, certificate of completion, as-built records, and commissioning newly installed systems and equipment
Advises department leadership on situations requiring political acumen and sensitivity
Analyzes situations and proposes solutions, implementing them where directed
Participates, leading where assigned, in the development of assigned initiatives designed to improve overall project management efficiency, service level, quality control, and communications associated with management of university development and construction projects
Participates in campus emergency response efforts and services as a subject matter expert as related to the physical campus utility systems and infrastructure. Includes active participation in campus emergency response teams and committees Compensation
Classification: Administrator II Anticipated Hiring Range: $11,250/month - $12,500/month CSU Salary Range: $4,812/month - $15,449/month
The final hiring salary will be commensurate with experience.
