Director of Construction Business Development

DNI is seeking an experienced Construction Business Development Director with a strong background in federal construction, specifically design-build and design-bid-build delivery methods. The focus of this role is to drive strategic growth across federal construction programs, with a primary emphasis on the U.S. Army Corps of Engineers (USACE), the U.S. Air Force, the Naval Facilities Engineering Systems Command and a secondary focus on expanding into other federal agencies, including Department of State (DoS), Department of Homeland Security (DHS), and others.
This role will lead opportunity identification, customer engagement, capture strategy, and proposal development for large-scale vertical and horizontal construction projects across CONUS and OCONUS locations.
Responsibilities include full opportunity lifecycle management to include identification and qualification of opportunities, development and maintenance of the opportunity pipeline, development of customer-focused solutions, development and maintenance of customer relationships, and working with executive staff to obtain opportunity pursuit approvals. The Business Development Director responsibilities require the candidate to lead throughout the qualification process and stay deeply involved in developing the company’s win strategy. Additional responsibilities include supporting the development of strong proposals and continuous improvements within the BD and Construction Groups.
Requirements
Lead growth strategy and capture efforts for construction opportunities with USACE, AF, NAVFAC and other federal agencies
Build and maintain strong relationships with USACE districts, Air Force Squadrons, NAVFAC Operations, contracting officers, and program managers, as well as emerging clients in DoS, DHS, GSA, VA, and similar agencies
Identify, track, and qualify federal construction opportunities, including design-build, design-bid-build, SATOC’s, SABER’s, IDIQs, MATOCs, and standalone contracts.
Shape acquisition strategies by engaging with clients early in the procurement lifecycle (RFIs, Sources Sought, Industry Days, etc.)
Lead development of teaming strategies and coordinate with A/E partners, subcontractors, and internal stakeholders
Participate in bid/no-bid decisions, develop business cases, and lead the capture process through award
Collaborate with the construction team’s estimating, operations, and proposal teams to deliver compliant and compelling submissions
Represent DNI at industry events, government briefings, site visits, and pre-proposal meetings
Provide regular pipeline updates, market intelligence, and strategic growth plans to leadership
Support marketing and branding initiatives to position DNI as a trusted provider of federal construction services
Job Qualifications:
Ability to develop and expand existing relationships within USACE, AIR FORCE, NAVFAC, GSA, DoS/OBO, or DHS/CBP/ICE
Possess a working knowledge on Federal Contracting Vehicles and how they are utilized.
Understand the Small Disadvantaged Business, 8(a) and HUBZone classifications and how they function.
Experience supporting construction efforts overseas or at secure facilities
Experience working as a Tribal entity in the federal market
Familiarity with teaming agreements, JVs, and partner relationship development
Understanding of construction risk, safety, and compliance in federal environments
Education:
A Bachelor’s degree accompanied by 5-7 years of relevant experience or 10 years of applicable experience can be considered in place of a degree.
Travel – 25% for travel to conferences/training or travel for proposal solutioning and production
