Position Description : The Director of Construction & Design (DCD) will oversee the design and construction for Foundation Communities housing and supportive spaces in alignment with our mission to provide housing that is safe, functional, energy efficient, and beautiful.
Reporting to the Chief Real Estate Development Office, the DCD works closely with the Director of Real Estate Development (DRED) to ensure new development and rehabilitation projects are completed on time, within budget constraints, and to each project’s quality standards. The DCD oversees and directs the selection of 3rd-party design and construction partners, and supports FC internal Project Managers. Additionally, the DCD is responsible for construction risk management through the careful vetting of vendors, contract negotiations, construction insurance placement, and claims management.
In addition to providing continuity for FC’s existing new construction practices, the DCD will have a strategic role working with the DCD and CREDO to build out and execute FC’s rehabilitation plans.
Primary Duties/Responsibilities
Supports the design and construction of housing and supportive spaces that align with Foundation Communities' mission to provide housing that is safe, functional, energy efficient, and beautiful.
Oversees vendor and contractor selection process, contract negotiation, and overall relationship management of general contractors, architects, engineers, and consultants for new construction and rehab.
Responsible for building out FC’s rehabilitation standards, specifications, and design/construction partnerships.
Completes feasibility analysis, test fits, and/or prepares initial cost estimates for potential development projects; collaborates with Asset Management on scoping portfolio rehab needs
Manages FC standard specifications for new developments and rehabs, incorporating life-cycle review and analysis; regularly solicits lessons learned on past FC projects to apply to future developments.
Leads cost reasonableness assessments and value engineering efforts for all projects; explores potential strategies to bring development costs down while maintaining quality standards.
Supports Project Managers as needed through project entitlements and permitting; attends applicable city staff and public meetings, hearings, and committee/council meetings.
Supports Project Managers through regular review of construction progress against approved schedule, review of change order requests, regular construction site visits, trouble-shooting issues that arise mid-construction.
Collaborates with the Director of Sustainability on green building goals for the pipeline, supports Project Managers in project-specific certifications.
Supports Project Managers to ensures project compliance with construction hiring and/or wage requirements such as Section 3, Davis Bacon, HUB utilization, etc.; oversees participation with the Better Builder Program.[TC1]
Manages FC’s construction-period insurance policies.
Supports Project Manager and the Asset Management team on punch process, first year warranty monitoring, and trouble-shooting major post-completion design and construction issues; helps ensure a smooth handover to the operations team.
Minimum Requirements
Five+ years direct, applicable experience in design and construction.
Experience and demonstrated skill in project management related to real estate and construction, such as managing consultants, meeting project deadlines and budgets, and managing general contractors.
Strong written and oral communication skills.
Ability to read and understand architectural drawings and legal agreements.
Collaborative approach to problem-solving; willingness to listen to alternative perspectives and ideas.
Ability to manage multiple projects simultaneously.
Adept at navigating Microsoft Office (especially Outlook, Teams, and Excel), Adobe (especially PDF)
Travel between locations is required, and must have access to reliable transportation
Preferred Requirements
Multifamily rehabilitation experience strongly preferred.
Affordable housing experience.
Green building experience.
City of Austin development experience.
Working Conditions
This position will be required to visit active construction sites with proper safety equipment. Will also be working onsite and outside at existing locations. Work may be performed in an office environment. In-office work is generally sedentary in nature but may require standing and walking for up to 10% of the time.
Physical Requirements
CONSTANTLY: walking, sitting or standing, grasping/gripping, bending/stooping/squatting, finger dexterity, computer input, coordination of hand, eye, and foot.
FREQUENTLY: Must be able to visit construction sites and navigate uneven, rocky, dusty unpaved surfaces.
OCCASSIONALLY: Must be able to reach above the shoulder, lift 5-25 pounds and do push/pull motion. May be required to climb construction ladders up to the 4th floor of a building under construction.
Employee must have access to reliable transportation including ability to get to regular, off-site meetings occurring at least several days each week.
Compensation: Starting at $95,000 annually
