Position Summary:
We are seeking a highly skilled and experienced Estimator and Project Manager with a minimum of 5 years of experience in civil underground utilities, including both dry (electrical, telecom) and wet (water, sewer, storm drain) systems. The ideal candidate will have a proven track record managing federal, government, or military installation projects, with a deep understanding of compliance, documentation, and security protocols.
Key Responsibilities: Estimating:
Analyze drawings, specifications, and other documentation to prepare time, cost, materials, and labor estimates. Solicit and evaluate subcontractor and supplier quotes. Prepare detailed bid proposals and cost breakdowns. Participate in pre-bid meetings and site visits. Project Management: Oversee all phases of project execution from pre-construction through closeout. Develop and maintain project schedules, budgets, and resource plans. Coordinate with clients, engineers, subcontractors, and field crews. Ensure compliance with contract requirements, safety standards, and quality control. Manage change orders, RFIs, submittals, and project documentation Qualifications: Minimum 5 years of experience in civil construction with a focus on underground utilities. Strong background in dry and wet utility systems. Experience with federal/government contracts and military base projects is required. Proficient in estimating software (e.g., HCSS, HeavyBid) and project management tools (e.g., Procore, MS Project). Excellent communication, negotiation, and leadership skills. Ability to obtain security clearance if required for military projects. Bachelor's degree in Civil Engineering, Construction Management, or related field preferred. Preferred Attributes: Familiarity with USACE, NAVFAC, or other federal agency standards. OSHA certified PMP or similar project management certification. Strong California building and utilities knowledge
