(2-3 sentences describing job purpose): Develops, leads, directs, and administers the district’s Capital Improvement Program. The position is responsible for supervising and directing the budgeting, programming, design, construction, commissioning of new buildings, additions to existing buildings, renovations and repair projects and the coordination of all elements required to bring each project to full operation. The position will also provide oversight of the Building and Grounds maintenance of MNPS properties, the Director of Facilities Grounds and Maintenance will report directly to this position; the procurement of Land, Architectural and Engineering Services, and Construction Services; and Lease arrangements with entities leasing or renting space in or on MNPS owned properties. The position develops and implements programs within organizational policies and reports major activities to executive level administrators through conferences and reports. The position will also work with the Chief Operating Officer to develop and present the annual Capital Improvement Budget Request. Functions also include preparation of Capital Improvement Requests to the Board of Education for review and approval. Attendance at Board meetings is required, as well as attendance at Metro Council and community meetings, relating to facility issues and capital projects.

Job Duty/Resp. 1: Supervises and assists a staff of Project Managers and administrative personnel to assure that the technical, man-hour, and schedule targets are met, and records of all design, construction and Maintenance expenditures are properly maintained.
Job Duty/Resp. 2: Prepares annual capital budget request for approval by Board, and coordinates submittal of budget to Metro Planning Department.
Job Duty/Resp. 3: Supervises and reviews facility condition surveys and uses that data to update Ten Year Facility Master Plan.
Job Duty/Resp. 4: Reviews and approves all invoices for projects approved by the Board.
Job Duty/Resp. 5: Recommends proposals, involving new or revised policies and procedures, which will insure a more effective and efficient operation of the design and construction department and the Department of Facilities and Grounds Maintenance.
Job Duty/Resp. 6: Over sight of review of submitted plans and specifications from architects and engineers to ensure that the requirements of the individual school projects are met.
Job Duty/Resp. 7: Reports, as requested, the progress of each project to the School Board and the Metro Council, indicating time schedules and dollars spent as well as the overall progress of Capital Improvements, including participation of small and disadvantaged businesses.
Job Duty/Resp. 8: Supervises the communication of the MNPS Design and Construction Program through a public web site, and other means. Works with the Communications Department to develop and execute community engagement events related to school location, design, construction and zoning.
Job Duty/Resp. 9 Creates, facilitates and oversees a strong synergy and partnership between the Facility Planning and Construction Department and the Facility and Grounds Maintenance Department. Works to develop common purchasing and construction and renovation strategies to create common operational effectiveness district wide for both departments. Oversees the coordination of Issues relating to energy use and an energy conservation program.
Job Duty/Resp. 10: Reviews, approves, and oversees the Departments’ Manuals of Procedures, Designers Guide, Technical Specification Guidelines, and Educational Specification for the Districts’ Elementary, Middle and High Schools.
Job Duty/Resp. 11: Leads the Facilities and Grounds Maintenance Department to establish practices, procedures, and standards for efficient and sustainable buildings and building components.
Job Duty/Resp. 12: Administers contracts between the Board of Public Education and the architects, general contractors, subcontractors and other vendors to ensure that all work is carried out in the best interest and polices of the Public Schools.
Job Duty/Resp. 13: Oversees the effective and efficient maintenance of the district’s buildings and properties.
Education and Experience Requirements Education (training/degree) : Required minimum: Requires Bachelor’s degree in Architecture, or equivalent experience as required for a State of Tennessee Architecture License. Preferred:
Experience Requirements: Requires ten years of related experience as a Licensed Architect, including experience at the management level. Requires knowledge of public bid requirements, contract administration, minority and small business diversity programs, and local and federal codes and regulations. Must possess excellent communication, mathematical, management, and leadership skills; self-starting; proactive to problem solving. Must understand various building systems including but not limited to mechanical, electrical and general construction related systems.
Licenses, Certificationsor Registrations Required: Requires Tennessee Professional Architecture License. Requires a valid Tennessee Driver’s License.
