The County is governed under the Council - Administrator form of government and includes six elected department directors. The workforce consists of 684 full-time employees and approximately 500 part-time employees and operates on a combined funds budget of over $125 million for FY23. The County consists of one city and three towns and is working to balance suburban growth and rural area service needs.
Examples of Duties
The County is seeking qualified candidates for the newly-created Facilities and Construction Project Manager position. The successful candidate will need to be a highly motivated individual and be proactive in order to manage a large portfolio of diverse and complex projects across the County, while managing within the budgetary constraints and deadlines that have been set by county administration. This position will oversee numerous projects of varying complexity and budgets and provide project management and general oversight of the planning, design and construction phases of new construction, building improvements and major maintenance projects. Specific construction projects to manage will include a million-dollar building renovation, plus site selection and building upfits for two county departments, among others. In addition to specific construction projects, the position will also be involved with third-party construction projects that receive County funding. An added duty for this position will be to help the County transition to a more robust facilities management philosophy to develop preventive maintenance services and processes, consolidate service contracts, evaluate and implement a facilities management software program, and look at long-term facility and grounds needs. This position will be highly visible within the organization and will interact with County administration, numerous departments and provide regular status updates to County Council during public meetings. The successful candidate will be required to make independent evaluations and analysis of issues, while using their education and experience to select and apply criteria to resolve problems and make recommendations, subject to the constraints established by administration's objectives and direction. This position will work very closely with many department directors, as well as County Procurement and should have a sound understanding of State and County Procurement policies and procedures. This position will report directly to the Assistant County Administrator.
Typical Qualifications
The successful candidate will be an effective communicator and a collaborative problem solver that builds and maintains positive relationships. The candidate will also need to embrace challenges and be solution-driven with the ability to navigate difficult situations and circumstances and maintain a positive attitude. While this position will not initially have any direct reports, the position will require regular supervision over both in-house employees as well as consultants and vendors engaged in various design, construction, inspection, maintenance, or clerical operations related to projects in their portfolio. The ideal candidate will have a minimum of five years of professional project management experience in construction, engineering, or building field or any equivalent combination of experience or training, including facilities management, which provides the required knowledge and skillset. The hiring range is $75,000 to $88,000 and will be based on qualifications and experience.
