The Federal Secure Construction Site Security Manager will manage the physical security of a U.S. federal secure construction site in the Northern Territory of Australia, including the protection of personnel, tools, materials, equipment, and property and compliance with contractual security requirements. The Federal Secure Construction Site Security Manager will ensure construction meets technical security specifications in the project's Construction Security Plan (CSP). This role ensures strict access control to prevent unauthorized entry to the site and manages personnel security by monitoring site access by employees, subcontractors, and visitors. The Federal Secure Construction Site Security Manager is also responsible for enforcing identification verification procedures, visitor protocols, and site-specific security requirements. The role also includes conducting regular site inspections, responding to and investigating security incidents, and coordinating with law enforcement or emergency services as needed.
Duties and Responsibilities / Essential Functions Develop and implement a comprehensive security plan for the construction site, tailored to project phases and risk levels. Monitor site access through security systems, perimeter controls, and guard posts to prevent unauthorized entry. Conduct inspections to ensure fencing, lighting, surveillance equipment, and access controls are functioning properly. Ensure construction activities and deliverables align with the approved CSP. Oversee Sensitive Compartmented Information Facility (SCIF) construction and verify compliance with Intelligence Community Directives (ICDs) and other applicable security regulations. Conduct and document physical inspections of construction materials to support accreditation requirements. Respond to, investigate, document and report security incidents. Work with construction managers, subcontractors, and local authorities to coordinate incident response and maintain ongoing security. Maintain detailed security logs, incident reports, visitor entries, and equipment check-ins/check-outs. Assist in the development of emergency response procedures for situations such as fire, medical emergencies, or site evacuations. Conduct periodic audits and assessments to identify vulnerabilities and implement corrective actions. Skills and Specifications Experience in construction site security management or similar roles. Strong understanding of construction operations, material handling, and equipment protection. Familiarity with access control systems, CCTV monitoring, and mobile surveillance technology. Excellent communication, observation, and incident documentation skills. Ability to remain calm, decisive, and professional in high-pressure or emergency situations. Proficiency in Microsoft Office 365. Excellent written and oral communication skills. Supervisory Responsibility
This position does not require the supervision of direct reports.
Work Environment
This job operates in construction environments, inside and outside, in all weather conditions, and in professional offices. The employee must routinely use tools of the construction trades and standard office equipment.
Physical Demands
While performing the duties of this job, the employee is regularly required to twist, turn, bend, lift, kneel, climb, and stand. Regular lifting up to 75 lbs. may occur.
Position Type / Expect Hours of Work
This is a full-time position located in the Northern Territory of Australia. Employee must be willing and available to relocate for an assignment of up to 24 months. Typical hours are 40+ hours per week. Weekend and holiday work may be required.
Travel
No travel is required other than to and from the construction site.
Required Education and Experience Bachelor's degree related to security, construction or a related field or equivalent experience. Minimum 10 years of experience in a security management role, preferably in construction. Minimum 10 years in construction surveillance or industrial or government security involving counterintelligence or SCIF quality assurance. Successful completion of Site Security Manager DOS Training (SE601) is desired but not required. Work Authorization / Security Clearance Must have and maintain Top Secret federal security clearance with eligibility for SCI. Must be authorized to work in the U.S. and Australia. Must be able to pass federal contract OCONUS deployment requirements published by the US Government from time to time. Must successfully pass pre-employment (post offer) background check. Must successfully pass pre-employment (post offer) drug test and motor vehicle record review. Must possess a valid driver's license.
