Description
Directs and coordinates activities of employees involved in the repair, maintenance and installation of gas, water and wastewater utility systems. Primary scope of work includes all aspects of gas, water, and wastewater construction as well as all associated maintenance, inspection, and rehab to ensure reliability of the gas, water, and wastewater systems.  

Key Responsibilities
  • Plans and oversees daily activities of assigned construction, inspection and service crews. 
  • Facilitates the analysis and resolution of employee, customer, and contractor conflicts when necessary.
  • Takes active role in planning/coordinating safety meetings for construction work group.
  • Assists field superintendent in the work planning of all construction projects, including emergency or call out assignments.
  • Takes active role in training work group in proper construction and maintenance techniques with emphasis on safety and quality workmanship
  • Responsible for the maintenance and operation of all assigned vehicles and equipment.
  • Conducts regular meetings with employees and encourages open and effective communications.
  • Initiates or suggests plans to motivate employees to achieve work goals safely and efficiently. 
  • Oversees procedures for coordinating work and/or inspecting work of outside contractors.
  • Attends planning meetings and other meetings as assigned 
  • Assists field superintendent in the development and implementation of long-range work plans, capital improvements and benchmarks for production standards.
  • Reviews work orders and other drawings to ensure accuracy before sending to work groups.  
  • Recommends specifications for equipment, vehicles, tools and materials.
  • Serves as second line call duty for major emergencies after normal work hours.
  • Assists field superintendent to ensure compliance with State and Federal regulatory requirements.
  • Responsible for enforcement of all safety policies to ensure a safe working environment for all employees.
  • Responsible for direct supervision of Foremen and crewmember positions in GWWW Construction.  This includes interviewing, hiring and training employees; planning, assigning and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems. All supervisory responsibilities are carried out in accordance with applicable State/Federal employment laws and Decatur Utilities’ policies and procedures.

Skills, Knowledge and Expertise
  • Associate Degree in Business Management or related technology field from accredited college or university, 6-8 years’ experience in utility-related work, supervisory experience preferred. May consider a High School diploma, 8-10 years of experience, and demonstration of leadership and/or supervisory skills in gas, water, and wastewater construction.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to prepare contracts, routine reports and business correspondence.  Ability to effectively interact and communicate one-to-one with customers, co-workers and supervisors to respond to questions and coordinate projects.   Ability to make presentations to public groups and employees.
  • Proficient in Microsoft Office Suite (Microsoft Outlook, Word, Excel, Project, and Access) and NiSC as required performing job tasks. 
  • Ability to use mathematical concepts such as addition, subtraction, multiplication, division, fractions, decimals, measurements, volumes, percentages and averages and apply to practical business situations.  Ability to analyze cost estimates and invoices.
  • Ability to use substantial judgment and analytic ability to carry out instructions furnished in written, oral or diagram form to perform somewhat complex calculations, solve minor/moderate problems and organize & analyze information for reports.  Ability to read, interpret and understand technical standards, permits, Local, State and Federal regulations and codes for utility compliance.  
  • Regularly required to stand; walk; use hands to handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; talk and hear.  Required to occasionally lift and/or move up to 50 pounds.  Specific vision abilities include close vision and distance vision.
  • Regularly works around natural gas, water, wastewater, energized equipment, moving mechanical parts, and some hazardous chemicals.  Frequently exposed to outside weather conditions, including wet and/or humid conditions, extreme cold and extreme heat. The noise level in the work environment is usually loud.
  • Grade I Water Certification; OQ Master Gas Evaluator; DOT Gas Pipeline Operator Qualifications; valid Alabama  Driver's License with Class A CDL; CPR/First Aid Certification; Customer Service Skills, Supervisory/Leadership Skills and applicable safety training as scheduled.  
  • Ability to plan, coordinate, direct and evaluate the work of employees; available to work scheduled and unscheduled times to accommodate work demands and emergency situations; good organizational and time management skills; ability to handle multiple projects and tasks simultaneously; maintain professional business appearance and image; subject to random drug testing and driver’s license checks; subject to call out during emergencies; and displays a strong commitment to safety.
