Labor Relations Specialist We are looking for a dynamic Labor Relations Specialist. This is a great opportunity to start a career with a company that builds things that matter and values its team. The Labor Relations Specialist is a critical role within our construction division, responsible for managing labor relations and ensuring compliance with collective bargaining agreements (CBAs) and Project Labor Agreements (PLAs). This role involves advising senior leadership on labor relations strategies, ensuring consistent enforcement of CBAs, and working collaboratively with project teams, local unions, pre-apprenticeship schools, HR, and other stakeholders. You will act as a bridge between the project, the subcontractors, the unions and the local community to ensure that the PLA's goals of local hiring and workforce development are achieved.
Key Responsibilities:
Assist in the resolution of disputes and grievances by gathering information, reviewing policies and procedures, conducting research, and advising management on case status and recommended disciplinary actions.
Review and ensure adherence to contracts and collective bargaining agreements. Develop and implement policies to support effective compliance for our own workforce and supportive tools for subcontractors, with special focus on the small subcontracting community.
Apply knowledge of the National Labor Relations Act, Fair Labor Standards Act, and California Department of Industrial Relations to review and implement relevant policies and procedures.
Provide senior management with updates on ongoing cases and offer guidance on sensitive issues impacting union employees. Periodically update senior management and all project management on PLA and apprentice goal status. Include recommended strategies for any goal shortfalls or trends identified.
Foster positive relationships with union representatives and maintain effective communication with all relevant parties. Work closely with operations staff to understand upcoming work activities and project schedule and align workforce goals with project activities.
Facilitate the local hire referral process in compliance with the applicable PLA and CBA. Review and approve hiring plans submitted by subcontractors and monitor compliance with the goals.
Conduct outreach to the local community to promote job opportunities and educate potential workers and small subcontractors about the PLA. Foster positive relationships with local workforce centers, pre-apprenticeship and apprenticeship readiness schools.
Labor Relations Specialist Qualifications:
Proficiency in managing and resolving disputes and grievances, including gathering information, conducting research, and advising on disciplinary actions.
Basic understanding of collective bargaining agreements, including contract review and policy compliance.
Strong understanding of local PLA's, experience managing local hiring plans and subcontractor management.
Knowledge of the National Labor Relations Act, Fair Labor Standards Act, California Department of Industrial Relations, California Labor Code, Davis-Bacon and certified payroll record requirements to ensure accurate policy implementation.
Ability to provide strategic advice on labor-related issues, PLA, California labor code related issues and sensitive topics impacting union employees and subcontractors.
Excellent communication skills with the ability to build and maintain positive relationships with union personnel and other stakeholders.
Minimum of five years of experience in labor relations or managing union workers in the field within the construction industry.
High school diploma.
Demonstrated experience understanding multiple employer collective bargaining agreements and project labor agreements.
Experience in grievance processes, performance management, and disciplinary actions.
