Program Controls Manager, Construction & Infrastructure

We are seeking a Program Controls Manager to lead project controls and data governance for a high-impact Capital Construction Program. In this strategic role, you’ll build and manage centralized systems for tracking budgets, schedules, and performance metrics, enabling data-driven decision-making across large-scale infrastructure initiatives. As the lead administrator of our PMIS (PMWeb), you’ll ensure system accuracy, train users, and oversee workflows for invoices, change requests, and reporting. Your expertise in tools like Excel and Power BI will support custom reporting, troubleshoot data issues, and provide cost benchmarking insights for future planning. Essential Duties and Responsibilities: Lead and maintain the Program Management Plan (PMP) Implement centralized tools for budget, schedule, and performance tracking Design and manage KPIs and dashboards for executive reporting Generate monthly reports and ad hoc analytics using PMIS, Excel, Power BI, etc. Train internal teams and external partners on PMIS use and best practices Oversee workflows for invoicing, change orders, and procurement in PMIS Maintain internal data systems (., Coupa, PAWS) and support data integrity Build and manage cost-per-square-foot databases to support planning Collaborate cross-functionally with PMs, planning, finance, and leadership
Minimum Education and/or Experience: 7+ years in project/program controls on large capital projects Bachelor’s in Engineering, Construction Management, Finance, or related field; MBA a plus Experience implementing and managing PMIS platforms (., PMWeb, Unifier, e-Builder) Additional knowledge and skills: Skilled in Excel, Power BI, and data/reporting tools Strong financial acumen and construction lifecycle knowledge Effective communicator with stakeholder engagement skills Experience in aviation or hospitality environments preferred Familiarity with procurement, risk/insurance, scheduling, and A/P processes Ability to work autonomously and adapt in fast-paced environments The job will require 15% travel and a valid driver's license
