Contingent on Contract Award Program Managers are concerned with the overall planning, direction and success of major programs, systems development efforts and research or technology initiatives which have great significance to the activities and agency’s needs. Programs are typically large, multi-year efforts divided into several sub-programs/tasks. Working with the COMPL Technical Leader, this onsite Program/Project Manager who shall be responsible for all Contractor work performed under this task order. The Communications Product Line (COMPL) at the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) requires Information Technology services for the continued sustainment and development of the USCG owned Communication Station Automation System (CSAS). Responsibilities
Essential Duties & Job Functions: Program managers are also responsible for the overall program definition, organization, and direction of short- and long-range plans. Responsible for formulating, building, and directing the technical approach and defining and negotiation with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets, and costs are also essential tasks for the Program Manager. Field requests from users, checks their validity, and determines assignment of the various hardware components, including HF transmitters, MF transmitters, receivers, antenna matrices and audio matrices. Maintain RADLOGS client application. Maintain Radio Resource Allocation Automated Broadcast Scheduler (RADABS) application to schedule, filter, format, and transmit messages via HF voice and text. Maintain the LogServer application to log various parameter information from the RADRACS, RADLOGS and RADABS servers. Maintain the Radio Rotatable Log Periodic Antenna (RadRLPA) application to enable the RLPAs to be rotated and controlled by the operators. Ability to provide Tier III support. Ability to provide depot-level support for all the communications, electronics, and control systems used at COMMCOM and the associated Remote Communication Facilities (RCF’s). Ability to ensure that CSAS and other applications meet all current and emergent cyber requirements. Ability to meet deadlines and exercise judgment. Ability to effectively communicate with all team members. Skilled in effectively managing and prioritizing taskings.
Job Requirements
Mandatory:
Have a bachelor’s degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering. Seven (7) years of experience in developing, creating, and modifying specialized computer applications and programs. Five (5) years of supervisory experience of computer programmers. Two (2) years of experience in analyzing user needs and developing custom software solutions for client use. Current Project Management Professional (PMP) Certificate is required. Proficiency with Microsoft 365 software suite, including but not limited to, Word, PowerPoint, Visio, Project, and Excel. Valid driver’s license Ability to pass and maintain background clearance investigation. Must be able to successfully pass a pre-employment background check and pre-hire drug test. Occasional travel may be necessary. Preferred: Experience attending and leading Scrum meetings. Working Conditions: Must be able to work within a team environment. Must be able to work on customer site. Occasional travel will be necessary. Provide after hour support as necessary. CSAS servers and workstations are installed at COMMCOM in Chesapeake, VA and all the Remote Communication Facilities (RCFs), currently Kodiak, AK; Honolulu, HI; Pt. Reyes, CA; New Orleans, LA; Miami, FL; Boston, MA Physical Requirements: Must be able to work outdoors. Must be able to tolerate heat/cold conditions. Ability to work in low lit areas for long periods of time.
