Summary:
Goldbelt Apex LLC is excited to announce an opportunity for a Military Construction Project Manager! This role is pivotal in delivering expert project management and technical oversight for Air Force military design and construction projects in collaboration with AFCEC's Facilities Directorate and AFIMSC/JAQ. The ideal candidate will play a crucial role in ensuring that all projects align with Air Force mission requirements, whether in garrison or deployed situations, while meeting our goals for cost, schedule, quality, and safety. *** While some work may be performed remotely, JBSA-Lackland, TX, and Ebbing ANGB, Ft. Smith, AR, are the primary duty locations. Personnel should be in the general vicinity of their assigned location or willing to report on-site as required.
Responsibilities
Essential Job Functions:
Manage all aspects of Air Force MILCON projects from planning through execution, including scope definition, design review, construction oversight, budget management, scheduling, quality assurance, and risk mitigation.
Lead and coordinate multi-discipline teams, including remote and telework environments, to ensure alignment with project goals and Air Force mission requirements.
Apply Air Force Civil Engineer (AFCEC) policies, processes, and procedures for military Design Management/Construction Management (DM/CM) at the project level.
Coordinate with USACE and NAVFAC as Design Agent/Construction Agent to ensure compliance with their policies, processes, and procedures.
Ensure all work complies with applicable federal, state, and local laws; military regulations; and Department of Defense Unified Facilities Criteria (UFC) and Uniform Facilities Guide Specifications (UFGS).
Provide technical input and recommendations to senior leadership on complex design and construction issues.
Support procurement activities by reviewing and providing technical evaluations of A/E and construction contractor proposals (non-A&AS).
Monitor contractor performance, resolve issues, and ensure adherence to contractual requirements.
Prepare and present project status updates, technical reports, lessons learned, and best practices to stakeholders.
Develop and deliver technical training and mentorship to project and technical staff.
Participate in risk assessments, value engineering studies, and constructability reviews.
Ensure accurate project documentation in accordance with AFCEC and Air Force standards.
Qualifications
Necessary Skills and Knowledge:
Strong organizational and project management skills, including demonstrated skills in design and construction project scope, financial, schedule, quality, and risk management
Strong multi-disciplinary team building and teamwork skills at the project level, especially in telework and remote work environments
Strong written and verbal communication skills, especially in telework and remote work environments
Strong understanding and working knowledge of Air Force operational mission requirements, especially in the contingency and deployed environments
Strong understanding and working knowledge of Air Force Civil Engineer operational mission support and military design and construction program requirements, especially in the contingency and deployed environments
Strong understanding and working knowledge of Air Force Civil Engineer (AFCEC) policies, processes, and procedures for military Design and Construction Management (DM/CM) at the project level
Strong understanding and working knowledge of USACE and NAVFAC policies, processes, and procedures as military DA/CA at the project level
Strong understanding and working knowledge of the government procurement policies, process, and procedures related to federal (non-A&AS) Architect/Engineer (A/E) design, A/E services, and construction contracts
Strong understanding and working knowledge of applicable federal, state, and local laws and military regulations, policies, and guidance related to military design and construction projects
Proficiency in utilizing and applying computer software, including Microsoft Office (Excel, Word, PowerPoint, and Outlook) and other data management systems.
Minimum Qualifications:
Bachelor's in Engineering, Architecture, or Construction Management (ABET-accredited) - required
EIT, FE, or PMP certification - required
Minimum 10 years' experience (within the last 15 years) in Air Force/DoD MILCON project management in deployed/AFCENT AOR
Knowledge of AFCEC, USACE, and NAVFAC processes; strong PM, QA/QC, and risk management experience
Experience providing technical inputs to team members and senior management on complex technical and project management issues related to military design and construction projects
Experience providing technical advice during evaluation of (non-A&AS) A/E and construction contractor proposals
Experience providing technical training, lessons learned, and best practices to technical and project management staff
Experience applying the Department of Defense Unified Facilities Criteria and Uniform Facilities Guide Specifications to complex military design and construction projects
Experience organizing and gathering data, conducting analysis, preparing reports, developing alternatives, and providing recommendations at the project level
Active DoD Secret clearance
US. citizenship
Require the ability to travel CONUS/OCONUS, including potential USCENTCOM AOR travel
Preferred Qualifications:
Master's degree in an applicable field of study.
