Regional Construction Manager - Hybrid Telework

Under the general supervision and direction of the Departmental Construction Maintenance Supervisor (DCMS), with Facilities Planning, Construction and Management Section (FPCM), the Direct Construction Supervisor II (DCS II) plans, directs, and supervises project management teams within their region. The incumbent is responsible for providing operational and functional supervision to the Department of State Hospitals' (DSH) project management program, and oversight of staff and resources assigned to the delivery of routine, complex, and/or sensitive assignments entailing the planning, budgeting and execution of emergency, special repair, deferred maintenance, energy efficiency, capital outlay, information technology, and other infrastructure projects occurring at DSH facilities.
Delegates, directs, coordinates, and monitors assignments and work performed by subordinate staff and contractors in connection with design and construction projects. Supervises and mentors subordinate staff (4.0 Associate Construction Analysts, and 2.0 Staff Services Analyst/Associate Governmental Program Analyst) by establishing and monitoring performance expectations and requirements, applying progressive discipline and/or motivational techniques, as necessary; completing timely performance evaluations; providing training opportunities; conducting regular 1:1 and hospital project management team meetings; and approving time off, work schedule changes, business travel requests and expense claims, and monthly attendance time sheets. Maintains adequate staffing to ensure continuity of operations. Ensures effective and consistent project updates are clearly communicated to staff, hospital stakeholders and DSH management.
One (1) position is available at each of the following facilities. Certain positions are pending approval. Please indicate on your application the facility you are applying to.
Atascadero State Hospital (San Luis Obispo County) or Coalinga State Hospital (Fresno County). Travel to both locations is required.
Metropolitan State Hospital (Los Angeles County) or Patton State Hospital (San Bernardino County). Travel to both locations is required.
Minimum Qualifications Either I
Two years of experience performing the duties of a Direct Construction Supervisor I, Construction Supervisor I, Restoration Supervisor II, or Construction Office Manager I in the California state service.
Or II
Five or more years' experience as a contractor or superintendent in full-time direction of craft supervisors involved with several major crafts engaged in construction or alteration of major buildings, such as schools, hospitals, or other large buildings; pre-bid planning methods, and estimating time and material cost; ordering equipment and materials. At least two years shall have been in charge of multiple projects in multiple locations for a contractor or a large construction firm; and
Education: Equivalent to graduation from college with major work in architecture or engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Working Conditions This position reports to Atascadero State Hospital/Coalinga State Hospital or Metropolitan State Hospital/Patton State Hospital. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.
The State's Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State's mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.
Up to 10% ability to travel throughout the state to our State Hospital locations is required with advance notice.
