The Street Transportation Department, Utility Inspection Section, oversees and performs inspections of utility construction permits for all private utilities in the city's right-of-way and coordinates utility relocations and services on all city Capital Improvement Program (CIP) construction projects. The City of Phoenix grants access to the city's right-of-way for the installation of utility infrastructure by permit.
The Utility Inspection Section is seeking a Senior Construction Utility Inspector. The role involves inspecting a wide variety of public works construction projects, including roadways, alleys, water and sewer lines, irrigation systems, storm drains, and dry utility construction. The inspector will ensure compliance with standard details, specifications, and approved plans.
Responsibilities include, and are not limited to:
- Monitoring job site safety conditions.
- Troubleshooting situations that require independent decisions.
- Keeping accurate records and notes for daily field inspections on multiple job sites.
- Reviewing plans and project specifications for constructability, or to identify potential conflicts.
- Coordinating the construction of utility work with City projects, other departments, special events and contractors.
- Restoring damaged infrastructure to Maricopa Association of Governments (MAG) and City of Phoenix supplements to MAG standards.
- Documenting construction project progress and verifying installation of dry utilities within the City of Phoenix Right-of-Way (e.g., APS, Southwest Gas, Cox Communications, etc.).
IDEAL CANDIDATE
Knowledge of/in:
- Construction and municipality specification standards.
- Basic computer skills and using Microsoft Office programs.
- Manual on Uniform Traffic Control Devices, blue-staking and dry utility construction.
- Principals and techniques of civil engineering, including materials testing, surveying, blue-stake, and plans review.
SALARY
Pay Range: $28.86 to $42.64 per hour.
Hiring Range: $28.86 to $35.08 per hour.

MINIMUM QUALIFICATIONS
- Three years of experience in construction related activities.
- One year of experience in the inspection of public works construction projects.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
Experience in/with:
- Code compliance.
- Trench safety.
- Retrofitting ADA curb ramps.
- Asphalt mixes designs.
- Pavement milling and overlay.
- Public works construction projects.
- Horizontal directional drilling.
- Blue Stake processes and procedures.
- Temporary traffic control and barricades.
- Micro-seal, slurry seal, and crack seal.
- Overseeing contractors or supervising a crew.
- Field-based construction performing underground dry utility work.
- Training team members on blue stake processes and procedures.
- Providing quality customer service to the public by telephone, email, or in person.
- Using Microsoft office applications including Word, Excel, Outlook, and PowerPoint.
- Reading and interpret engineering drawings and specifications for construction projects.
- Working on City streets near vehicular traffic.
- Moving objects weighing up to 50 pounds may be required.
- Walking for prolonged periods, which may include walking over rough, uneven, or rocky surfaces.
- Working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.
- Working irregular hours, second and/or third shifts, weekends, holidays, overtime, and evenings may be required.
