The City of Virginia Beach has earned national recognition from numerous organizations and publications, including being named: •“One of the Best Places to Live in America” •One of the “Top Five Best Managed Cities in the Nation” •One of the “Best Run Cities in the United States,” according to The Wall Street Journal Roles & Responsibilities •Manage assigned Technical Services team which supports multiple divisions within Public Works; each Technical Services team is comprised of 2 to 3 FTE’s, with Business Applications Specialist II’s reporting directly to the Technical Services Manager •Enhance and expand GIS capabilities for Public Works Technical Services Group •Maintain a complete and accurate inventory of all technology owned or used by assigned divisions within Public Works •Maintain the Physical Asset Inventory for assigned divisions in Public Works •Assist IT with software and hardware upgrades, Coordinate computer replacement program for Public Works •Research and answer technical system or technology inquiries for Public Works staff prior to initiating contact with the Information Technology (IT) Department or software vendor. If IT or vendor support is necessary, this position will serve as the liaison between Public Works staff and technical party. •Manage purchase and maintenance of Public Works two (2) plotters [HP PageWide XL 5000 with stacker and HP Designjet T7100 Large Format Plotter] and other electronic assets such as light table, large format laminator, AV equipment in conference rooms, etc. •Oversee the Public Works Websites; Coordinate with project managers and CIP section managers to ensure all project related information is current and easily accessible to the public •Maintain the CIP Project Status Database for Public Works; Create interactive reports using Microsoft Power BI from the database •Manage development of the MasterWorks Program for Public Works Engineering; Review system specifications to create software configuration setup and modifications; Train Public Works Engineering staff on MasterWorks; Work as the Public Works Engineering liaison with MasterWorks team to identify and resolve all program issues; Lead software upgrades, configuration, testing, and functionality. •Oversee data reporting, ad-hoc reporting, and technical troubleshooting from MasterWorks •Develop analysis reports for MasterWorks •Develop and maintain dashboard reporting via Power BI or other software functionality to monitor work progress, performance measures, and additional data interests. •Shape and execute a system-wide strategy to address the technology needs of current and future division needs, and enhance Citizen’s, City Council’s, City and Department Leadership’s, and staff’s experience in a changing landscape through technology. •Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs. •Serve as an escalation point of contact for Business Application Specialists (BAS’s) embedded within divisional teams, providing advanced technical guidance, troubleshooting support, and ensuring resolution of complex issues beyond the scope of first-level support. MINIMUMS: This position requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years, in fields utilizing the required knowledge, skills, and abilities listed below and associated with such positions as information technology engineer, database administrator, technical analyst, engineering technician, programmer analyst, information systems, information technology, or geospatial information systems analyst. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status. 1. Experience managing technical staff 2. Experience designing, developing and maintaining automated workflows using Power Automate 3. Experience designing and maintaining web/ SharePoint/ Teams’ sites 4. Experience creating and maintaining databases and producing interactive visual reports and dashboards with software such as Microsoft Power BI to monitor work progress, performance measures and additional data interests. 5. Experience leading software implementation, upgrades, configuration, testing, functionality, training and technical troubleshooting. 6. Experience designing, developing and maintaining business applications using Power Apps
