Job Responsibilities
Supervises, monitors, and reviews state, federal-aid and special assigned projects. Ensures contract compliance with plans, special provisions, SCDOT Standard Specifications, and other required regulations on construction projects. Performs on-site inspections, recommends or implements engineering changes as necessary on projects to fit varying field conditions. Prepares and supervises preparation of final construction plans, final pay quantities, and final estimates. Prepares and supervises preparation of monthly reports, wage regulation reports, estimates, and field documentation of pay items for projects. Prepares personnel and general office correspondence. Prepares contract change order requests as necessary. Reviews contractor requests and correspondence, payroll, EEO Reports, Disadvantaged Business Enterprise Quarterly Participation Reports. Supervises safety meetings. Supervises and delegates the duties of subordinate engineers and technical staff. Provides training and guidance in inspection, interpretation of plans and specifications. Meets with the public, utilities, and government officials concerning project related issues. Represents the Department at public meetings and serves as liaison with county and municipal officials. Reviews and recommends Traffic Control plans to the District for approval. Monitors and critiques contractor traffic control operations and contractor work operations for the safety of the traveling public and Department employees. Ensures project meets all permit requirements. Reviews plans for proposed projects and makes recommendations for improvement. Performs preliminary field evaluations, surveys, and cost estimates on future projects. Manages Consultant Engineering & Inspection (CE&I) staff on project specific and on-call work order contracts. Reviews invoices for CE&I contracts. Also reviews proposals and serves on selection committees as assigned. Assists with emergency and inclement weather operations, may include extended hours and/or 12 hour shifts.
Minimum and Additional Requirements
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
