This role leads the preparation of detailed cost estimates, bid proposals, and budgets for complex heavy civil projects, including, site development, all types of pipeline installations, alternative energy , steel pipe installation and other specialty projects. As a senior leader, this role is expected to help build, mentor, and eventually lead the estimating department as the company expands.
Essential Functions: Lead all aspects of estimating on all aspects of construction including utility infrastructure projects (natural gas, underground duct bank, water/sewer, steel piping). Interpret project plans, specifications, and related documents to determine scope, schedule, and pricing strategy. Perform accurate quantity take-offs, solicit vendor and subcontractor pricing, and apply cost data to build comprehensive cost estimates and bid proposals. Write and/or manage assembly of proposal submissions. Manage RFP/RFQ responses for private and public infrastructure work. Utilize industry-standard software (such as HCSS, InSite, Isqft, Planswift, Bluebeam, or B2W) for detailed cost estimating and historical cost tracking. Develop value engineering strategies and alternative bid proposals when appropriate. Work closely with project management, field operations, and business development to align estimates with field realities and client needs. Attend pre-bid meetings and site visits to assess logistical and technical challenges. Establish bid schedules and manage estimate timelines to ensure timely and competitive submissions. Assist in post-bid reviews, handoff meetings, and project kick-offs to ensure smooth transition from estimating to execution. Develop and maintain relationships with vendors, subcontractors, utility companies, and municipal clients. Continuously analyze and update cost data and market trends to maintain competitive advantage. Competencies: Technical expertise in municipal civil and utility projects, and alternative energy projects. Experience with gas work and steel pipeline projects is a plus. Estimating mastery - strong understanding of unit-based and lump-sum pricing, labor productivity, equipment utilization, and crew configurations. Analytical thinking - ability to perform risk assessments and identify scope gaps, exclusions, and potential issues. Communication skills - clear, professional verbal and written skills for cross-functional collaboration and proposal development. Attention to detail - high-level accuracy in cost take-offs, data entry, and pricing breakdowns. Leadership - ability to mentor junior estimators and grow/manage an estimating team. Software proficiency - experience with HCSS, B2W, Bluebeam, MS Excel (advanced), and scheduling tools (Primavera P6, MS Project). Supervisory Responsibilities: No direct reports initially, but potential future supervision of Estimating Team. Work Environment: Primarily office-based with regular visits to construction sites and pre-bid walkthroughs. Construction site visits may include exposure to outdoor elements, uneven terrain, noise, and dust. Physical Demands: Ability to sit for extended periods while working on estimates. Occasional standing, walking, climbing, and field observation during site visits. Must be able to lift up to 25 lbs. occasionally (documents, plans, etc.). Position Type: Full-Time Work Hours: Monday-Friday, 7:30 AM-5:00 PM. Additional hours as needed to meet bid deadlines. Flexibility expected during bid seasons or proposals. Travel: Up to 20% local travel to project sites, client offices, and pre-bid meetings across New England and surrounding regions. Occasional overnight travel. Required Education & Experience: Minimum 10 years of experience in civil or utility construction estimating, with a strong focus on underground infrastructure or natural gas. Proven track record of estimating projects valued at $1M-$50M. Strong knowledge of local, state, and federal codes and regulations related to utility work. Preferred Education & Experience: Bachelor's degree in Civil Engineering, Construction Management, or a related field. Prior leadership or team-building experience in an estimating or preconstruction function.
