HOURS WORKED: 7:00 a.m. - 3:30 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Performs supervisory, labor trades and routine administrative work necessary to supervise the building maintenance and repair section of the General Services Department.

Works under the general guidance and direction of the General Services Director.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Responsible for prioritizing, organizing, planning, directing, staffing and controlling the operations of the Building Construction & Maintenance Division.

Exercises supervision over staff performing carpentry, heating/air conditioning, electrical, concrete and plumbing repair/remodeling work in city buildings and related structures/facilities.

Supervises Custodial Supervisor of the Building Support Division.

Coordinates work schedules to ensure timely and effective completion of projects and repairs of buildings and offices.

Schedules, organizes and directs the daily work assignments of staff.

Trains, supervises and evaluates performance of divisional staff.

Trains staff in proper construction, maintenance and repair procedures.

Responsible for maintaining the goals, standards and objectives of the General Services Department as well as obtaining and maintaining the goals, standards and objectives of the division.

The following duties are intended to be illustrative only and are not intended to be all inclusive.

Plans daily and long term maintenance/repair projects based on input from General Services Director.

Designs, recommends and coordinates the remodeling projects of all City facilities. This includes construction of office space, furniture, work stations, etc.; additions to current facilities; or demolition of work space to create designs as required by the using departments.

Designs, recommends, coordinates and supervises the installation of heating and air conditioning systems for both gas and electric systems either with in-house staff or outside contractors.

Recommends, coordinates and supervises the installation and inspection of all city-owned facility related installation and maintenance projects including roofing, glass, plumbing, electrical, ceiling and duct installation whether performed with in-house staff or outside contractors.

Coordinates and directs purchasing staff in specification requirements, material requirements and clarifications for project buying.

Coordinates, assists and directs various departments with electrical, plumbing construction, material and equipment requirements for various projects.

Conducts in-house cost analysis versus outside purchased service cost analysis to provide justification for contracting services or completing the services in-house. Cost analysis is performed at the request of the General Services Director.

Assists and recommends to the City Engineer electrical design requirements of various projects.

Coordinates, assists and directs the Electrical Engineering staff in the installation of concrete substation projects at various locations in the electric utility system.

Coordinates, documents and communicates with Municipal Court regarding Community Service Workers including time and completion of court ordered restitution.

Coordinate and train staff on use of the foam roofing equipment.

Maintains responsibility for carpentry design, repair methodology and ordering of all necessary materials and supplies.

Prepares the divisional budget for review by the department head.

Prepare, review approve and monitor cost estimates, schedules and deadlines for requesting departments on larger jobs.

Ensure jobs and projects are completed on-time and on budget.

Maintains responsibility for compliance with all applicable safety rules and regulations.

Attendance at work is an essential function of this position.

NON-ESSENTIAL DUTIES:

Performs duties of subordinate personnel as needed.

Serves as a member of the department head's management team and communicates key organizational issues to staff.

Performs related duties as required.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Extensive background checks required.

Graduation from High School or GED equivalent and five (5) years of increasingly responsible experience in construction, maintenance and repair work in either the carpentry or heating/air conditioning fields with some lead worker supervisory experience preferred or any equivalent combination of education and experience.

Valid New Mexico driver's license with acceptable driving record for the past three years.

Thorough knowledge of carpentry, plumbing, electrical and heating/air conditioning construction, maintenance and repair procedures, materials and supplies.

Ability to read and understand blueprints.

Ability to establish and maintain working relationships with the General Services Director, management personnel from other departments, employees, other City personnel and the public.

Ability to communicate effectively orally and in writing.

Skill in operation of listed tools and equipment.

TOOLS AND EQUIPMENT USED:

City vehicle, saws, compressors, acetylene and oxygen welders, pneumatic calibration gauges, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, and phone.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT:

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee frequently works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The noise level in the work environment is usually loud in the field and moderate to quiet while in an office setting.
