Doyon Technical Services, LLC (DTS) , a wholly owned subsidiary of Doyon Government Group (DGG), provides design-build and general construction services for demolition, new construction, renovations, repairs, and civil projects at government-owned facilities and military installations.
The Construction Project Manager / Estimator is responsible for managing all phases of federal construction projects while preparing detailed and accurate cost estimates to support bidding and pricing efforts. This role oversees estimating operations, develops competitive proposals, and ensures projects are delivered on time, within budget, and in compliance with U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), and other federal agency requirements. Projects may include Bid-Build and Design-Build delivery methods across multiple disciplines, requiring strong leadership, technical expertise, and the ability to coordinate effectively with clients, subcontractors, and internal teams.
ESSENTIAL FUNCTIONS:
Manage all phases of assigned projects from pre-construction through closeout, ensuring compliance with USACE, NAVFAC, or applicable federal standards Prepare detailed cost estimates, quantity takeoffs, and bid proposals using On-Screen Takeoff and other estimating tools Develop, monitor, and update project schedules using Critical Path Method (CPM) scheduling software to maintain project timelines Coordinate and lead project meetings with clients, subcontractors, and internal teams to ensure alignment on scope, schedule, and budget Review and interpret contract documents, drawings, specifications, and scopes of work to guide project execution Negotiate and issue subcontracts, purchase orders, and change orders as required Monitor project costs and prepare progress reports for leadership and clients Ensure quality control and safety standards are maintained in accordance with project requirements and regulations Work closely with field teams to resolve construction challenges and maintain workflow Provide project documentation and reporting in compliance with federal and company standards KNOWLEDGE, SKILLS & ABILITIES: Read, analyze, and interpret complex documents Respond effectively to sensitive inquiries or complaints Comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory Understand concepts such as limits, rings, quadratic and differential equations, proofs, and theorems (a plus) Use Microsoft Word, Excel, MC2, or similar software, as well as on-screen takeoff tools Solve practical problems and address situations with limited standardization Interpret various instructions presented in written, oral, diagram, or schedule form Apply knowledge of Equal Employment Opportunity (EEO) and Affirmative Action (AA) laws or undergo training in this area Ensure adherence to EEO/AA laws and the company's Affirmative Action Plan, including compliance with policies regarding anti-discrimination, anti-harassment, and fair employment practices CORE COMPETENCIES: Commitment to Excellence - Identifies what needs to be accomplished and takes action to achieve a standard of excellence beyond job expectations Corporate Values - Understands, embraces, and integrates Doyon corporate values into everyday duties and responsibilities Customer Service - Identifies and responds to current and future needs by providing excellent service to internal and external customers Safety and Security - Promotes a safe work environment for co-workers and customers Teamwork - Resourceful team player that builds, strengthens, and maintains collaborative relationships with others inside or outside the organization JOB SPECIFIC COMPETENCIES: Leadership- Maintains a productive climate and confidently motivates, mobilizes, and coaches employees to meet high performance standards and goals Strategic Implementation/Thinking - Formulates effective strategies consistent with the business and competitive strategies, examines policy issues and strategic planning with a long-term perspective, determines objectives, sets priorities, and anticipates potential threats or opportunities Supervisory Skills - Oversees, guides, and evaluates activities of immediate subordinates QUALIFICATIONS: Minimum of 5 years of direct Project Management experience in commercial, civil, or federal government construction projects; military experience preferred Minimum of 5 years of construction estimating experience on USACE, NAVFAC, or similar federal projects (commercial experience may be considered) Bachelor's degree in engineering, construction management, or trade school equivalent preferred; equivalent education and experience accepted Experience working on construction projects with the U.S. Army Corps of Engineers (USACE) and/or the Naval Facilities Engineering Command (NAVFAC) Strong knowledge of construction processes, including cost estimating, scheduling, purchasing, engineering principles, techniques, and accounting Proficient in On-Screen Takeoff software, Microsoft Excel, and other Microsoft Office Suite applications (Word, PowerPoint, Outlook) Proficient in project management and Critical Path Method (CPM) scheduling software Excellent organizational, leadership, and interpersonal skills; self-motivated with strong attention to detail Strong written, verbal, and presentation skills
WORKING ENVIRONMENT: Most of the work is performed in both indoor and outdoor settings, involving a diverse range of people with varying functions, personalities, and abilities.
PHYSICAL DEMANDS: The role requires performing a variety of physical tasks, including climbing, balancing, stooping, kneeling, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and engaging in repetitive motions. It involves light work, exerting up to 40 pounds of force occasionally, up to 15 pounds frequently, and up to 10 pounds constantly to move objects. Close visual acuity is essential for tasks such as preparing and analyzing data and figures, viewing a computer terminal, reading, inspecting small defects or parts, operating machines (including inspection), using measurement devices, and assembling or fabricating parts at close distances. The position also requires occasional to frequent travel.
