Position Summary: Provide Onsite Field Supervision/Construction Management services to support the Distribution Project Management and Construction projects in the specified Service Territory in Michigan. Provide Field Supervisor/Construction Management services to oversee the construction of overhead and underground distribution to include, but not limited to the installation/replacement/removal of: poles, conductor, reclosers, underground cable, transformers, switches, disconnects, cross arms, anchors, as well as various other components of the distribution system.
Primary Responsibilities/Accountabilities:
Providing expertise to the project team as it relates to the development of the project scope, detailed construction plans, project cost estimates, project schedules, and identification of outage requirements to implement for new facilities.
Participate in design constructability reviews at the 30%, 60%, and 90% design milestones, providing detailed construction feedback to ensure designs are practical, efficient, and aligned with field execution requirements.
Participate in on-site field and scope visits, daily tailboards, and safety briefings.
Assist in developing RFPs and awarding EPC contracts, as well as stand-alone construction contracts.
Participate as a key member of project teams to develop the project scope, cost estimates, and construction schedulesincluding a detailed construction and outage plan with specific work dates, resource requirements, and support for RSD planning and coordination.
Coordinate with ROW, Environmental, and RR groups to ensure they have all necessary permits in place before the start of construction.
Participate in contractors' pre-construction and Safety Kickoff meetings to ensure safety standards and expectations are understood.
Coordinate with Project Management and Project Controls to develop and maintain accurate target spend projections, while monitoring and routinely reporting on the construction schedule and cost.
Ensure contractor activities do not compromise system reliability and that all project work is built according to design, making it maintainable upon project completion.
Ensure project work does not hamper the Grid Operations maintainability of existing equipment at the site during construction activities.
Identify and address all project safety hazards and environmental concerns.
Prepare and deliver weekly, monthly, and quarterly project status reports using reporting templates, including schedule updates, progress tracking against the requested in-service date, key milestones, improvement opportunities, documented issues, kudos, and summaries of Safety Work Observations (SWOs).
The contractor is responsible for providing the facilities, vehicles, and equipment necessary to complete the scope of work.
Ensure the productivity tracker is updated daily.
Work with the Contractor to ensure all necessary construction materials are kitted, delivered to the site, and inventoried. Coordinate with the Project Manager and Planners & Material Provider to address any material deficiencies.
Perform daily Safe Worker Observations (SWO) and conduct hazard analyses, monitor contract crew members, and assess the skills and abilities of contractors for specific tasks, ensuring they comply with all safety and operational requirements.
Monitor and report theft or illegal activity.
Coordinate with Environmental Group and specified Contractors on any environmental concern and/or clean-up activities due to spills of any type.
Review the accuracy of the As-built record drawings and ensure adherence to all related documentation, including Distribution Change Order forms, timesheet approvals, and coordination of the VMT Field completion process.
Contractor shall work with the engineer/planner or assigned representative on any deficiencies or discrepancies.
The Contractor shall ensure that safety tailboards, PJBs, and applicable reviews are conducted, with documentation of the date and time of such Tailboards, PJBs, reviews, and attendees.
The Contractor shall conduct safety stand-downs regularly and immediately after any safety concerns or issues are observed.
The contractor shall inform contractors working on the site of the safe work expectations, as outlined in OSHA regulations.
The Contractor shall exercise due diligence regarding rules and regulations, policies and procedures, safety manual, and all safety bulletins and alerts, as well as professional judgment calls concerning safety issues or quality concerns that may arise at each jobsite. It is expected that the contractor identify issues, report them accordingly, and resolve problems in accordance with expectations and industry standards.
Close collaboration with the Project Manager throughout the gated process and the Initiation, Planning, Scheduling, Execution, and Close-out Process (IPSEC).
Provide comprehensive oversight of Time & Equipment (T&E) productivity, Hydro-Vac operations, Traffic Control activities, and Adder unit usage to ensure efficient resource utilization and cost control.
Perform ongoing QA/QC throughout the project's duration to support accurate daily and weekly billing and payment processing, eliminating the need for formal inspections during construction. The inspection team will conduct a full inspection and reconciliation upon project completion.
Support in the EFL Storm role and general Storm Response role, providing field supervision and coordination during storm events to support power restoration efforts in alignment with emergency response protocols.
Collaborate effectively with internal and external stakeholdersincluding departments, contractors, customers, municipalities, and various trades and craftsto ensure coordinated execution, avoid conflicts, and maintain alignment with the construction schedule and safety standards.
Assist in developing a Level 15 construction schedule, providing increasing levels of detail from high-level project milestones (Level 1) to fully resource-loaded, task-specific execution plans (Level 5), in coordination with Project Management and Project Controls.
Perform crew productivity analysis by monitoring and evaluating contractor crew performance, comparing actual work output against planned targets, identifying inefficiencies, and providing feedback to improve resource utilization and schedule adherence.
Support the acquisition of easements and municipal permits as needed to ensure that all necessary land-use and regulatory approvals are secured before construction.
