Salary Plan/Grade:
E093 Construction Inspector I: B17 $42,976 - $64,469 yearly
E094 Construction Inspector II: B18 $45,521 - $71,055 yearly

Position Description
Construction Inspector I:
Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.
Construction Inspector II:

Essential Duties:
Construction Inspector I - II:
- Analyzes procedures to identify deficiencies and recommends improvements to management.
- Attends pre-Calculates payments due contractors for work completed.
- Calculates payments due contractors for work completed.
- Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and
construction problems; reviews equipment utilization data and time/cost estimates. - Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety
standards; inspects barricades; as required moves traffic control devices and barricades. - Observes and inspects ongoing construction work.
- Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan
development by others. - Resolves differences in interpretation of plans and specifications.
- Documents work progress and issues arising throughout scope of project.
Additional Essential Duties for Construction Inspector I - II Include:
- Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.
- Assists division engineering staff in conducting formal audits of minor, non-stressed and miscellaneous product
fabrication plants. - Attends pre-construction meetings and answers questions from contractors and other attendees.
- Serves as a lead worker or project leader.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Construction Inspector I:
Education: High School Grad or Equivalent in general high school studies.
Experience: None Required
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.
- 404: Mandatory: Safety Impact Certificate.
Construction inspector II:
Education: High School Grad or Equivalent in general high school studies.
Experience: 1 year of experience in construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. - Basic roadway design.
- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.
- Construction engineering policies and procedures.
- Basic traffic management and control procedures.
- The Texas Manual on Uniform Traffic Control Devices.
- Application of engineering fundamentals.
- Reading and interpreting applicable plans, schematics, blueprints and maps.
- Performing calculations using algebra, trigonometry and geometry.

Physical Requirements and Working Conditions:
Construction Inspector I - II:
- Subject to outside environmental conditions; no effective weather protection.
- Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour.
- Subject to noise.
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another.
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.
- Subject to inside and outside environmental conditions.
- Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals.
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.
- Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
- Crouching-bending body downward and forward by bending leg(s) and spine.

- This job has been identified as physically demanding and will require a pre-employment physical.
- Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
- Please note that the Department of Transportation's Drug and Alcohol Testing Regulation - 49 CFR Part 40, at 40.151(e) - does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
Additional Conditions of Employment for Construction Inspector I - II include:
- Safety Impact and CDL certifications are not required at the time of application.
- Must pass a drug test prior to employment for commercial driver and safety impact positions. Commercial drivers and safety impact employees will be subject to additional drug and alcohol testing during employment.
- Required to work weekends and holidays.
- Required to work hours other than 8 to 5.
- Required to work under exposure to inclement weather conditions.
- Required to wear personal protective equipment provided by employer and comply with all safety requirements.
- Employee may be contacted during off-duty hours to see if he/she can report to work for emergency situations within 60 minutes, such as inclement weather events.
- Must attend work regularly and observe approved work hours.
