Job Description Summary
This position may be eligible for a signing bonus, referral incentive and/or moving reimbursement.
Performs quality assurance inspections and related activities for construction projects within the City including developer related infrastructure projects and City capital improvement projects for grading, drainage, water, sewer, streets, traffic control, landscape warranty, and other related items. Reviews, approves, and documents field changes in assigned area. Approves traffic control and monitors landscape warranty maintenance permits. Maintains proper documentation of projects throughout two (2) year warranty maintenance period. Performs warranty inspections on storm drain, water, sewer, concrete, paving, sign, stripe, landscape and generate punch list for all deficiencies found. Upon completion of the punch list items, coordinates with developer to conduct warranty final inspection, accept project, and closeout for City to begin maintaining within right-of-way.
The ideal candidate will have 4 or more years of civil construction inspection and testing experience relating to residential parcel development, industrial and commercial property development and dry utility installations. The ideal candidate will have basic knowledge of safety and traffic control principles and concepts. The ideal candidate will be proficient in reading and understanding civil construction plans and interpreting specifications and details. The ideal candidate will be knowledgable in construction materials, means and methods as well as the ability to complete inspection reports and forms accurately. Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
- Inspects private developer construction projects and City contract projects to assure an acceptable quality level and compliance with Maricopa Association of Governments (MAG) specifications and standards in civil engineering and public works areas including, but not limited to: sewer installations, metering stations, lift stations, force mains, etc.; water installations, wells, pump stations, transfer stations, etc.; storm drain installations, catch basins, slotted drains, review and verification of all testing for water and bacterial testing, drywells, pipe, retention basins, etc.; grading and drainage work; street light installations; dry utility installations, including electric, telephone, telecommunication, and cable TV trenching, and conduit installation; paving and concrete flatwork, including curbs, gutters, sidewalks, driveways, etc.; and bridges and structures. Performs SWPP storm water prevention plan inspections, irrigation inspections and traffic signal inspections.
- Interprets, applies, and enforces the provisions of the City's Engineering Design Standards and Policies; MAG specifications and standards; and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures. Reviews and interprets construction plans, including water, sewer, paving, landscape, street lights, and grading and drainage plans; ensures compliance with requirements governing uniform construction, installation of utilities and amenities, traffic, sanitation, and other factors. Coordinates construction activities with other City departments, divisions, and sections and with outside agencies including governmental, consultants, engineers, developers, and contractors. Initiates letter of acceptance or release of Certificate of Occupancy when all work meets specifications and standards.
- Notifies other City departments when their facilities will be affected by construction Coordinates work sequences and schedules with contractors, private sector utilities, and other City departments and divisions. Researches materials and material testing. Researches methods and practices used to complete commercial and custom home projects. Anticipates water usage needs in advance and coordinates with developers, contractors and water resources. When necessary, issues field memos, warnings, and stop work orders; and monitors project work flow.
- Recommends revisions/updates to the Engineering Design Standards and Policies Manual.
- Records on plans as-built information such as the location of valves, sewer connections, manholes, and water services. Maintains and records field changes on an approved field set of plans and transfers information to a maintained office set as built plans. Reviews submitted final as-builts to ensure all field changes are included on the final as built plans.
- Communicates and verifies progress payment requests and computes final quantities item by item from the contract bid schedule on City contract jobs in order to determine the amount of money to be paid to the contractor.
- Prepares and maintains records of inspection activities, prepares reports, enters project data into computerized tracking system, and attends meetings.
- Maintains project files including detailed documentation and compliance of contract documents of project correspondence, test results, approved plans and shop drawings, and compliance certificates. Coordinates pre-construction meeting for each project including coordinating scope of work. Inspects finals and warranty pre-walks.
- Exhibits a service orientation towards external and internal customers and maintains productive working relationships. Investigates complaints and recommends solution and implementation with developers. Participates in monthly water/engineering meetings to solve field problems and build strong working relationships.
- Trains new inspection staff.
- Performs plan review for dry utility installations including electric, telephone, telecommunications, cable TV trenching, and conduit installation (based on duties as assigned). Inspection of assigned project progress and restoration.
- Performs plan review and inspection of traffic control plans and implementation in compliance with state and local requirements (based on duties as assigned.) Inspects and coordinates and may approve traffic control to ensure proper set up and maintenance.
Requirements
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Experience: Minimum three years of experience in a related field.
- Certifications and Other Requirements: Valid Driver's License
- Reading: Work requires the ability to read general correspondence, construction plans and specifications, documents, engineering technical standards, installation standards, and engineering manuals.
- Math: Work requires the ability to perform engineering calculations, trigonometry, algebra, geometry; and general math calculations such as addition, subtraction, multiplication, and division.
- Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and to enter and retrieve project data utilizing the City's computerized tracking system.
- Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure. An example would be a "II" advising a "I".
- Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.

12 Month Objectives
- Within the first month, review and become familiar with all chapters of the City's Engineering Design Standards and Policies Manual, City quarter section maps and other maps used in engineering review and planning.
- Within the first month, schedule enough time with your supervisor to review and understand the City's performance feedback system and rating elements.
- Within the first month, become familiar with the contact persons from other departments and utility purveyors to which construction activities are coordinated with.
- Within the first three months, become familiar with the City's policies and procedures relating to subdivision and commercial development as well as dry utility installations in the right of ways.
- Within the first three months, become familiar with inspector areas and projects located within those boundaries.
- Within the first three months, work to establish, foster and support open communication with staff in all divisions within Development Services, private utility purveyors and other City departments necessary to coordinate activities.
- Within the first six months, become familiar with and display behaviors that align with the Development Services Department, Continuous Improvement, City Core Values and the City Strategic Plan.
- Within the first six months, become proficient in understanding the permitting process, MAG Standard Specifications, Engineering Design Standards and Policies Manual, inspection policy and procedures and all testing requirements and processes relating to construction activities you are assigned.
- Within the first six months become proficient with the permitting and inspection processes as it relates to commercial and sub-division development, including documentation required during the construction process and prior to acceptance.
- Within the first six months become proficient in the city software and electronic devices.
- Within the first twelve months, seek out and attend training courses for knowledge and/ or certification in areas that will benefit yourself and the Civil Inspections Team.
- Within the first twelve months, become proficient in as-built review and approval.
- Within the first twelve months, complete all assigned City and position required training.
- Within the first twelve months, seek and attend courses in traffic control and obtain a certification in basic traffic control and flagging.
