Reports To: Superintendent of Water & Sewer or Operations Coordinator FLSA Status: Non-Exempt Classification: Personnel System; Requires satisfactory completion of a six month probationary period. Pay Grade: 116 Safety Sensitive: Yes CDL; Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance. The purpose of this job is to perform supervisory/manual work functions associated with coordinating the new installation and repair of existing water and sewer mains, taps, and services. Duties and responsibilities include, but are not limited to: supervising and participating in installation, maintenance, and repair of water and sewer service lines; reading and interpreting blueprints; operating heavy equipment; maintaining records; supervising assigned staff; and performing additional tasks as assigned. Job Related Requirements Work Schedule: Monday - Thursday OR Tuesday - Friday, 6:30 am - 5:00 pm. This position will be subject to be on call every 6 weeks for 7 days straight. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy. Minimum Training & Experience Required to Perform Essential Job Functions
High school or equivalent with five years of experience in a water/wastewater utility environment involving pipeline construction/maintenance and heavy equipment operation required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Two years of supervisory experience required. Georgia Department of Transportation Flagging certification required. Must possess a valid Georgia "Class A" Commercial Driver's License. May be required to possess or have the ability to obtain Georgia Level 1A Erosion and Sedimentation Card; OSHA Competent Person Certification within one year of employment. Must possess or have the ability to obtain appropriate state certified license for water distribution or wastewater collection as appropriate within one year of employment. Vocational Training in Water/Wastewater Management preferred. Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals. Supervises and participates in the installation, maintenance, and repair of water and sewer service lines and AMI water meters. Plans and coordinates daily work assignments; gathers work materials and supplies used in daily activities. Reads and interprets blueprints of new and existing water and sewer lines. Repairs cut or damaged water service lines; repair utility cuts necessitated by water service line repairs. Responds to emergency situations and stand-by calls on a 24-hour daily basis. Performs landscaping, masonry brick laying, asphalt patching, seeding and mulching. Performs fire flow testing to determine rates of flow, P.S.I. and gallons per minute. Distributes chemicals in sewer lines (e.g. herbicides, pesticides, grease solvents). Responds to emergency service calls as required. Directs proper setup of traffic controls. Supervises the cleaning/maintenance of tools and equipment; performs preventive maintenance on assigned equipment. Maintains accurate records of new and/or relocated water mains, valves, fire hydrants, service lines, sewer mains, manholes, and sewer stubs for transfer to and update of system maps. Receives and/or prepares reports, correspondence, forms, charts and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties. Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals; responds to customer complaints concerning problems with water and sewer services. Performs other related duties as required. When assigned to Water & Sewer Coordinates and participates in the relocation, installation, maintenance and repair of existing and proposed water and sewer mains and associated fixtures relative to major road or highway improvements or major existing infrastructure upgrade and/or improvement projects, to include DOT projects. Advises Inventory Control Tech of items needed for upcoming/future or ongoing projects. Reads and interprets project engineering drawings and blueprints for major roadway improvements and infrastructure improvements/upgrades. Locates leaks in water and sewer lines; locates mains and service lines for other utilities. Makes large and small diameter water and sewer taps for new construction. Operates a variety of vehicles, equipment and tools as required (e.g., backhoe, front end loader, roller, winch truck, tandem dump truck, tamp, trenchers, bushhogs, tree cutters, shoring equipment, jackhammer, large boring machine, chain saw, air compressor, tapping machines, and specialty valve inserting equipment). Knowledge, Skills and Abilities
Knowledge of principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations/functions of the Public Utilities Department. Knowledge of and proficiency with computers, iPads and smartphones for use with data entry and various software. Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of state and federal guidelines as they relate to the operation of a water distribution and sewer collection system. Knowledge of Athens-Clarke County policies and procedures pertaining to the repair and maintenance of water and sewer mains and lines. Knowledge of the location of water and sewer mains and lines, and methods and practices of installing, maintaining and repairing water and sewer lines. Knowledge and ability to operate various machinery and equipment including a backhoe, front end loader, roller, winch truck, tandem dump truck, tamp, trenchers, bushhogs, tree cutters, shoring equipment, jackhammer, boring machine, chain saw, air compressor, tapping machine, calculator, two-way radio, and telephone. Skill in the use of such tools as wrenches, pumps, concrete saws, metal detectors, transits, levels, gas monitors, sewer rods and laser equipment used in setting proper pipe grade and manhole elevations. Skill in laying pipe, in construction, maintenance and repair of water and sewer lines and mains, and in standard masonry practices. Skill in supervision, organization, and oral/written communications. Skill in performing standard mathematical calculations such as ratios, unit conversions, percentages, and other maintenance-related math. Ability to develop and administer policies, procedures, plans and activities and monitors subordinate performance against measured established goals. Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency. Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Public Utilities Department. Ability to assemble information and make written reports and documents in a concise, clear and effective manner. Ability to use independent judgment and discretion in managing subordinates and handling emergency situations, determining and deciding upon procedures implemented, setting priorities, maintaining standards, and resolving problems.
