Position Overview

Independently performs construction management functions for the Regulatory Decision Integration organization related to large site or multi-site projects as assigned by Site or Project Management. Typical job responsibilities include responsibility for safety (supported by the Safety Manager and team), project management support for constructability reviews for large-scale civil earthwork construction projects, large-scale wastewater treatment facility construction, large-scale demolition activities. This includes schedule/resource/budget development during project design and solicitation activities; management of a team of construction superintendents, supervisors, construction engineers and coordinators during construction and demolition activities; acting as "Company Representative" in the management of various construction projects; responsible for quality (supported by QA personnel), responsible for contracts administration (supported by Contracts Management and Administrators); responsible for planning and cost control (supported by Project Controls team).

Specific Responsibilities

  • Performs front-end constructability reviews and field execution planning
  • Plans, schedules, and organizes work to ensure utilization of employees and compliance with all contract requirements, safety/quality standards, and budgetary guidelines
  • Produces the project construction deliverables to the schedules set by the Project Manager
  • Provides feedback/input during the recruitment process to ensure selection of qualified personnel
  • Ensures staffing levels of supervised personnel are maintained in a manner which allows the effective execution of the assigned scope of work
  • Ensures implementation of project procedures
  • Oversees, monitors, and manages project construction/demolition contractor(s)
  • Participates in contract administration of claims, Requests for Equitable Adjustment (REA), etc.
  • Monitors project status in terms of time, quality, and cost
  • Coordinates site construction activities, identifies and manages all stakeholders
  • Scope change management
  • Reviews and approves/declines progress claims and variations
  • Contributes to cost and schedule reviews
  • Integrates activities of contractors
  • Liaises with appropriate Client representatives
  • Identifies technical and functional problems and coordinates resolution as appropriate
  • Oversees project close-out
  • Instructs employees on work methods and performance expectations
  • Provides leadership and motivation to subordinate personnel
  • Interfaces with groups inside and outside the organization, senior management, client representatives and auditors
  • May be assigned special projects
  • Responsible for providing direction, training and evaluation of Construction personnel
  • Assists with the development or review/update of various plans, policies or procedures as needed.
  • Assists with maintaining positive employee relations
  • Responsible for group supervision and administration
  • Provide presentations to project senior management
  • Budgetary responsibilities
  • Prepares and implements approved Construction program
  • Makes decisions independently as required to address and resolve problems and to plan and coordinate work
  • Plans, develops, coordinates and directs the construction activities related to multiple or specific functional area(s)
  • Applies diversified knowledge of construction and technical principles, practices and methods for a range of assignments requiring knowledge and experience with advanced methods, techniques, and procedures
  • Initiates contacts with other construction support disciplines as well as projects, design engineers, and outside sources of technical and construction related information
  • Independently provides comprehensive, skilled, professional construction and technical support in addressing unique requirements and problems which have an important impact on construction activities
  • Initiates and maintains contact with project and engineering management groups as well as individuals and organizations capable of providing specialized services for unique and unusual requirements
  • Subject matter expert with knowledge and expertise obtained through progressive and varied experience in construction and technical activities
  • Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. If supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits
  • Actively participates in Safety Work Groups

Minimum Requirements

BA/BS degree in a related field or equivalent and 16+ years related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 16 – 20+ years.

Experience in large-scale civil earthwork construction project valuing $250M to $500M in total project costs (e.g., 4M+ yd3 of civil earthwork construction) on a DOE site.

Proficient with computers and Microsoft Office Suite

Working Conditions

Work in construction, demolition or environmental restoration atmosphere (new projects, outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to wear respirator and other protective equipment to enter various types of potentially hazardous areas (such as but not limited to chemical, dust fumes, mists, heat stress factors, etc.).

Ability to carry several instruments/equipment or tools while walking extensively. Potential prolonged walking/standing, repeated pushing/pulling.

Ability to perform medium to very heavy work, exerting up to 100 pounds of force occasionally, non-repetitive, up to 50 pounds of force frequently (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), and/or more than 20 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
