Description: Overview : Rehabilitation of the interior of the A. G. Gaston Motel to accommodate public exhibit space on level 2 and administration office space on level 1 and to restore key spaces including the lobby, war room suite, and a standard guest motel room to their period of significance.
Onsite monitoring of the rehabilitation work at the Gaston Motel will include abatement of hazardous materials (e.g., lead-containing materials and asbestos-containing materials), demolition of non-historic elements, rehabilitation of interior surfaces and materials, interpretive and/or architectural treatment to allow visitors to understand the interior spaces of the Gaston Motel that were critical to civil rights events during the period of significance, preservation, repair, and selective component replacement of remaining exterior building envelop, repair of historic character defining features including historic windows and doors, upgrades to the building’s mechanical, electrical, HVAC, and plumbing systems, installation of new fire detection, suppression, alarm, and security alarm and surveillance systems, and creation of a visitor contact space and restrooms, employee area, office, employee work areas and restrooms. Requirements: Qualification: CM experience similar to the scope of work of this project. Shall be knowledgeable in abatement of hazardous materials (e.g., lead-containing materials and asbestos-containing materials). OSHA 30. Experience in Historic Preservation. Experience with MEP, HVAC, installation of new fire detection, suppression, alarm, and security alarm and surveillance systems. Ability to communicate effectively orally and in writing. Physical abilities: Ability to stand and walk for a significant portion of the on-duty time each work day on a daily basis to observe contractor performance, including the ability to walk long distances and walk over uneven and rough surfaces. Ability to follow safety protocols. Ability to work in an office and operate a computer system for a significant portion of the on-duty time each work day on a daily basis. Knowledge and experience performing similar duties and responsibilities on construction projects that are similar in scope, magnitude and complexity to this project. Have knowledge of and experience performing or inspecting similar construction scopes of work and applicable construction trades and techniques so that the CMR can observe, document and confirm conformance to the contract’s technical requirements, plans and specifications. Knowledge of construction practices including applicable safety regulations, and ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections. The ability to understand cost estimates broken down at a minimum to prime and subcontract or labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by NPS or a result of differing site condition. The ability to understand and document negotiations between the Government and the construction contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities. Shall possess the ability to read, interpret and understand the Construction Contract, Plans and Specifications. The CMR(s) shall thoroughly read all contract plans, specifications, and requirements and become knowledgeable regarding all contract requirements prior to work being performed. The CMR(s) shall comply with the contractor’s approved safety plan for the project. Individuals assigned to this project shall have expert computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of software programs such as Microsoft Word, Excel, Teams, and Project. Shall be able to access and effectively utilize the Construction/Project Management software Project Team using communications, project progress meetings, review of submittals, RFI’s, transmission of digital progress photographs, etc. Candidates should be able to provide the following to be considered for this position: A professional resume.
