About the Position
We're seeking a Project Manager / Construction Manager (Traction Power) to support large rail transit infrastructure programs. Your primary focus will be to planning, execution, and closeout of traction power projects, ensuring delivery on time, within budget, and in compliance with the highest standards of quality and safety. This role demands deep expertise in traction power systems—from design and installation to testing and commissioning—along with demonstrated leadership and project management experience on complex infrastructure programs.
This is a long-term, full-time, on-site position located in the greater San Francisco Bay Area, CA.
Responsibilities may include, but are not limited to, the following:
- Lead and manage all phases of traction power projects, from initiation and planning to execution, monitoring, control, and closeout.
- Develop and implement project plans, including scope, schedule, budget, resource allocation, and risk management strategies.
- Oversee daily construction activities, ensuring adherence to project specifications, industry standards, and regulatory requirements.
- Manage project teams, including engineers, contractors, subcontractors, and other project personnel.
- Foster a collaborative and high-performance team environment.
- Provide expert guidance and technical oversight for all traction power system components, including substations, overhead catenary systems (OCS), third rail systems, DC traction power, SCADA, and protective relaying.
- Review and approve traction power system designs, drawings, and technical specifications.
- Ensure compliance with relevant traction power standards (e.g., IEEE, NFPA, AREMA) and local codes.
- Oversee the installation, testing, and commissioning of traction power equipment.
- Troubleshoot and resolve complex technical issues related to traction power systems.
- Serve as the primary point of contact for clients, stakeholders, and regulatory agencies regarding traction power aspects of projects.
- Communicate project progress, challenges, and solutions effectively to all stakeholders.
- Manage client expectations and ensure client satisfaction.
- Coordinate with internal departments and external partners to ensure seamless project delivery.
- Monitor and control project costs, ensuring projects remain within budget.
- Track project schedules and milestones, implementing corrective actions as needed to maintain timelines.
- Prepare regular financial and progress reports.
- Implement and enforce rigorous quality control and assurance procedures for all traction power work.
- Develop and maintain a strong safety culture on project sites, ensuring compliance with all safety regulations and company policies.
- Conduct regular site inspections to monitor progress, quality, and safety
- Provide project leadership through all stages of design, procurement, construction, and closeout.
- Oversee schedule, scope, budget, and risk management activities for multiple task orders simultaneously.
- Collaborate with program and project controls staff to develop and track cost forecasts, schedules, and earned value metrics.
- Coordinate effectively with internal departments, consultants, contractors, and third-party stakeholders to keep projects aligned and on track.
- Prepare and deliver clear reporting materials, including status updates, risk logs, and resource forecasts.
- Support commissioning, operations readiness, and transition-to-maintenance planning.
- Ensure projects comply with applicable codes, environmental requirements, quality standards, and safety protocols.

Minimum Qualifications
- Bachelor's Degree in electrical engineering, civil engineering, construction management, or related field, or equivalent combination of education and experience.
- 15+ years' experience in construction project management for large ($500M+), complex heavy civil highways, roads, bridges, airports, or transit projects, with 10+ years' experience specifically focused on traction power systems for rail transit.
- Proven expertise in the design, installation, testing, and commissioning of various traction power components.
- Strong understanding of relevant industry standards, codes, and regulations pertaining to traction power.
- Experience with alternative delivery contracts in PM/CM roles supporting owners.
- Proficiency with CAD software.
- Proficiency with industry standard project and construction management software (e.g., Primavera P6, TILOS, MS Project, Bluebeam, RSMeans, etc.)
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.)
- Ability to travel to project sites as required.
Preferred Qualifications
- Master's degree in electrical engineering, civil engineering, or construction management.
- Active professional certifications such as CCM (CMAA) or PMP (PMI), PE license, or AIA membership preferred.
Compensation Details
The salary range listed for this role is $150k-$180k/year ($74-$87/hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc.
