Reports To: OSP Program Manager
Summary of the Role
The Construction Manager (OSP) is responsible for overseeing the planning, coordination, and execution of outside plant construction projects in support of fiber optic and telecommunications infrastructure in the Kent, WA area. This role ensures projects are completed safely, on time, within budget, and according to industry and company standards. The Construction Manager serves as the main point of contact between internal teams, contractors, utility providers, and municipal agencies.
Essential Duties and Responsibilities
- Manage and supervise day-to-day OSP construction activities including underground and aerial fiber installation.
- Coordinate construction schedules, resources, equipment, and materials.
- Inspect project sites to monitor progress and ensure compliance with safety, quality, and permitting requirements.
- Review and interpret construction drawings, permits, and technical documentation.
- Conduct project kick-off meetings and progress reviews with subcontractors and stakeholders.
- Maintain accurate and detailed reports on project status, changes, and issues.
- Ensure compliance with local, state, and federal construction regulations.
- Communicate effectively with engineering teams, permitting agencies, and clients.
- Monitor project costs and timelines to ensure adherence to budgets and schedules.
- Implement safety and quality control programs on all job sites.
Non-Essential Duties
- Assist with vendor and contractor evaluation and selection.
- Support internal team training and development.
- Attend industry conferences or community meetings as needed.
- Provide feedback on construction methods and recommend improvements.
- Participate in the development of bid proposals and RFP responses.
Required Knowledge, Skills, and Abilities (KSAs)
- Technical Knowledge of OSP construction, including underground trenching, directional boring, aerial construction, and fiber optic splicing.
- Project Management Skills, including scheduling, budgeting, and resource allocation.
- Regulatory and Permit Knowledge relevant to telecommunications construction in Washington State.
- Strong Communication Skills for interacting with municipalities, contractors, and internal teams.
- Proficiency with Software Tools such as MS Project, GIS systems, construction management platforms, and MS Office Suite.
- Ability to Read and Interpret construction plans, maps, permits, and schematics.
- Leadership and Decision-Making Abilities in a fast-paced environment.
- Problem Solving and Conflict Resolution skills for managing field issues and schedule impacts.

Physical Requirements:
- Must be able to walk, stand, or drive for extended periods while visiting job sites.
- Ability to lift and carry up to 35 lbs.
- Work in outdoor environments in varying weather conditions.
- Ability to climb ladders and enter confined spaces (when necessary).
- Use of personal protective equipment (PPE) required on job sites.
Qualifications
- Minimum of 5 years experience as a Construction Manager in the OSP or telecom industry.
- High school diploma or GED required; Bachelors degree in Construction Management or related field preferred.
- Valid drivers license with clean driving record.
- OSHA 10 required; OSHA 30 certification preferred.
- Knowledge of local permitting processes and municipal construction codes in Washington is a plus.
