Required Qualifications Bachelor's degree in Engineering, Construction Technology, or combination of education and relevant experience A minimum of 10-years progressive construction experience on multidisciplinary projects The candidate shall possess a strong background in construction management with utilities, water, sewer, stormwater, duct banks, urban streets, bridges, retaining walls, stormwater pollution prevention implementation, and related facilities. Experience with construction procurement, schedule management, change orders, conflict resolution, and claims is required. Must have a working knowledge of contracts and familiarity with codes and laws governing construction Must possess the ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents Must have experience with construction bids, schedules, budgets, pay applications, RFI's, submittals, etc. Must be computer literate, experience with Microsoft O=ice, Primavera, or related construction packages Must thrive in a team environment Must have excellent verbal and written communication skills and a professional demeanor Preferred Qualifications Professional Engineer (PE) license NDOT and/or TDOT construction experience Local candidate Responsibilities
Areas of Responsibilities will include but not necessarily be limited to: Project Planning : This includes determining the project's scope, delivery method, phasing, and timeline. Procurement Support : This will include providing support for construction procurement with technical reviews of materials, equipment, and services. This may also include the review of bids and support during contract negotiations. Budget Management : The Construction Manager is responsible for developing a realistic budget, tracking project costs, and managing finances. This involves assessing and approving invoices, controlling change orders, and conducting regular cost reports to keep the owner informed. Quality Control : Ensuring quality in construction and adherence to the set standards and specifications. This includes overseeing construction activities, inspections, and coordinating with third-party testing agencies. Construction Oversight: The Construction Manger coordinates with the construction manager or general contractor, overseeing day-to-day activities on the job site, and ensuring the project is on track for completion within the specified timeframe. Risk Management : Identify potential risks and develop mitigation strategies to avoid delays, budget overruns, or quality issues. Communication and Reporting : Regular reporting to the Program Manager and owner about the project status, potential challenges, and progress made. Coordination: Coordinate with owner, engineer, CEI consultant, contractor, utility agencies (NES, AT&T, Piedmont, Colonial, etc) through the lifecycle of the project(s). Regulatory Compliance : The Owner's Representative ensures the project complies with local, state, and federal regulations. Closing and Transition : As the project nears completion, the Owner's Representative coordinates with the construction and design teams to resolve any June 25, 2025, pending issues. This includes overseeing the punch list, ensuring the closeout documentation is complete, coordinating final inspections, and managing the transition to the operational team. Change Management : The Owner's Representative will proactively manage change orders and evaluate their impact on time, cost, and quality, and negotiate the best outcomes for the owner. Documentation and Record Keeping : This includes maintaining contracts, invoices, change orders, communication logs, minutes of meetings, and other vital project documents. Warranty Management : After project completion, the Owner's Representative may assist with warranty management, ensuring that any defects identified during the warranty period are addressed by the responsible parties.
