The Eugene Water & Electric Board is seeking Construction Planner III or IV to join our Power Generation team. Specific responsibilities include construction planning and management at the Carmen-Smith Hydroelectric Project located on the McKenzie River. Experience with civil infrastructure such as spillways, water conveyance systems, etc. is recommended, but not required. This position leads construction projects from final design through completion, contributes to all design review phases and contracting, and creates strategies for construction risk mitigation and contingency planning. Responsible for planning, scoping, scheduling, and managing construction of complex infrastructure projects. The Construction Planner will exercise independent judgment while managing all aspects of the construction of a variety of sophisticated projects including work performed by contractors as well as engineering, regulatory, dam safety, and environmental consultants. This position coordinates closely with hydroelectric engineering, biology, regulatory, and operations staff to manage projects with novel, difficult, and multi-disciplinary aspects.

The Construction Planner also:

  • Leads project teams and interacts with operations staff, contractors, other utilities, and regulatory agencies to troubleshoot and resolve problems during construction planning and implementation.
  • Participates in the planning and design of engineered features.
  • Prepares public works and purchase bid document packages.
  • Participates in the planning, design, and implementation of dam safety risk reduction measures, including studies necessary to support regulatory review/approval.
  • Participates in complex and technically sophisticated feasibility studies (including technical report writing) and cost estimating.
  • Participates in the development of alternatives and solutions to operational problems, regulatory concerns, asset management issues, etc.
  • Participates in or manages work from concept to close out, including developing and implementing scopes, schedules, and budgets for projects in the power generation field.
  • Participates on or leads project teams including design engineers, consultants, skilled craft contractors, construction inspectors, power generation operators, real property agents, permitting specialists, purchasing agents, etc.

COMPENSATION & BENEFITS EWEB intends to fill one position at either the Construction Planner III or IV level. The starting annual salary for this position, based on job level, is commensurate with the selected candidate's knowledge, skills, education, and experience as relates to the position.

  • Construction Planner III: $94,169.35 - $117,711.69
  • Construction Planner IV: $109,012.80 - $136,266.00

QUALIFICATIONS & REQUIREMENTS

Equivalency: EWEB will consider an equivalent combination of relevant education and experience when reviewing applications. Construction Planner III

  • Minimum of eight (8) years demonstrated experience in Planning, Civil Engineering, Utility Operations, or a related field.
  • Bachelor's degree in Construction Management, Economics, Resource Management, Engineering, Planning or a related field.

Construction Planner IV

  • Minimum of twelve (12) years demonstrated experience in Civil Engineering, Utility Operations, Planning or a related field.
  • Bachelor's degree in Construction Management, Planning, Economics, Resource Management, Engineering, or a related field.

Recommended Education, Experience, Training, & Certifications Construction planning and/or management experience is highly recommended. Experience with large scale water conveyance or hydropower generation, and/or planning civil infrastructure projects such as spillways and water conveyance systems is recommended.

WORK LOCATION This position is based in Eugene, Oregon, and has been approved for a hybrid work arrangement involving a combination of telecommuting and working on-site, including regular visits to the Carmen-Smith Hydroelectric Project which is located approximately 71 miles east of Eugene in the McKenzie River Corridor. The selected candidate must live in the state of and be able to reasonably travel to the Project as needed.
