Doyon Government Group (DGG) is a leading federal contractor delivering Design-Build and General Construction services at military installations and government-owned facilities nationwide. Our projects span new construction, renovations, civil infrastructure, and complex federal builds.
We are seeking an experienced Program Manager to lead a portfolio of U.S. Army Corps of Engineers (USACE) and/or Naval Facilities Engineering Systems Command (NAVFAC) construction projects based in Kittery, Maine . This role provides executive oversight, strategic planning, and leadership across multiple concurrent federal construction sites.
Key Responsibilities
Lead program-level execution of multiple USACE/NAVFAC construction projects in Kittery and surrounding areas
Serve as the primary point of contact with government clients, ensuring alignment with contract deliverables
Oversee project budgets, schedules, staffing, and risk management across the entire program lifecycle
Drive consistency in field operations, compliance, safety (EM 385-1-1), and quality standards
Support project startup, resource planning, subcontractor management, and issue resolution
Lead a high-performing team of Project Managers, Superintendents, and support personnel
Facilitate ongoing communication with internal leadership and external stakeholders
Ensure timely reporting, program reviews, and adherence to federal contracting requirements
Minimum Qualifications
8+ years of program or senior-level project management experience in federal government construction
Direct experience managing multiple $10M+ USACE and/or NAVFAC projects
Bachelors degree in Construction Management, Engineering, or a related discipline
Expert knowledge of federal construction practices, contract administration (FAR/DFARS), and compliance
Proficiency in Microsoft Office Suite and construction management software (e.g., CPM scheduling, Procore)
Demonstrated leadership managing teams across multiple project sites
Familiarity with EM 385-1-1 safety standards and federal quality control programs
Preferred Certifications
OSHA 30
EM 385-1-1
CPR/First Aid
Construction Quality Management (CQM) for Contractors
PMP or other program management certification (preferred but not required)
