About Indiana Finance Authority (IFA):

The Indiana Finance Authority oversees state-related debt issuance and provides efficient and effective financing solutions to facilitate state, local government, and business investment in Indiana. IFA enables the State of Indiana to communicate as one voice with the various participants in the financial markets: 1) the Indiana Development Finance Authority, 2) the State Office Building Commission, 3) the Indiana Transportation Finance Authority, the 4) Recreational Development Commission, the 5) State Revolving Fund Programs, 6) the Indiana Brownfields Program, and 7) Indiana Health and Educational Facilities Finance Authority.

Role Overview:

The Construction Project Accountant works with the State Revolving Fund (SRF) Loan Program. The State Revolving Fund (SRF) Loan Programs provide low-interest loans to Indiana communities for projects that improve wastewater and drinking water infrastructure. The Program's mission is to provide eligible entities with the lowest interest rates possible for financing projects while protecting public health and the environment. SRF also funds non-point source projects that are tied to a wastewater loan.

General duties involve processing disbursement requests from communities that have closed a loan with the SRF Program. The SRF Program processes a high volume of weekly disbursement, requiring excellent organizational skills, attention to detail, and the ability to work with engineers, contractors, municipal representatives, and their advisors.

Salary:

The salary range for this role is $60,00 - $70,000, commensurate with education or work experience.

A Day in the Life:

Responsibilities include:

Assist with the intake and coordinate the processing of the program's 100 weekly payables.
Coordinate payable reviews with project engineers and other finance staff.
Work with SRF staff and borrower's municipal advisors to review disbursement / payable request forms in advance of a loan closing and efficiently process disbursements once received.
Research questions asked by SRF participants and return phone calls and emails in a timely manner.
Document all loan and grant activity during project construction.
Quickly and efficiently utilize the SRF Financial Database to track financial closings, process disbursements, and research questions from SRF staff and/or SRF participants.
Perform payment verifications for new and changed vendor information.

What You'll Need for Success:

Credentials:

A degree in accounting or finance from an accredited college or university, or
Five years of professional experience in an accounting role such as payables or construction project finance experience.

Additional qualifications:

Strong financial, analytical, organizational and time management skills.
Ability to manage a large workload and flexibility to frequently shift priorities.
Proficiency in Word, Excel, and the desire to learn IFA's loan tracking software.
Self-starter with the ability to work independently.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
