Provide overall project management direction on various heavy civil construction and infrastructure projects for the federal government. Types of projects vary but include earthwork, grading for base material placement, concrete paving, asphalt paving, wet utilities such as water transmission lines, sanitary sewer pipeline, and storm drain improvement projects, as well as demolition.
Responsibilities will include developing and managing project budgets, creating detailed schedules, and overseeing resource allocation to ensure optimal execution. Will conduct regular site inspections, review construction plans and specifications, identify potential risks, implement proactive measures to mitigate them, and verify that all the work is performed to the highest quality standards. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. The position is deadline-driven and requires the individual to establish priorities and take ownership of projects, work efficiently, and provide a consistent level of high-quality in a high-pressure environment. This position must demonstrate innovation, excellent communication skills, and a high level of customer service.
The salary range for this position is $89,572-$162,539/year, please note this is a tiered position.

Essential duties and responsibilities include:
- Review and approve detailed project/component-level plans.
- Manage and oversee projects, including managing the subcontracting process and subcontractors' activities.
- Manage scope, schedule, and budget on a wide range of projects from $5M - $25M.
- Develop and define acceptance criteria for all project phases and key deliverables.
- Ensure the project stays aligned with the strategic goals and delivers the planned/stated benefits.
- Provide engineering and technical guidance, support, coordination, and oversight to project staff preparing written project documentation.
- Collaborate with various groups within Ahtna and multiple client organizations.
- Identification analysis of all project risks and preparation for a risk response plan.
- Proactive communication of risks to concerned stakeholders.
- Identify and ensure the resolution of all project-level issues.
- Manage all communications between internal stakeholders, clients, and third parties.
- Ensure the preparation of various status and progress reports with metrics for various stakeholders.
- Align all the project components and groups to ensure project success.
- Supervise construction field staff and tradesmen.
- Foster a high-performance team environment where diversity is valued and people are treated with respect and dignity.
- Mentor junior staff.
- Ensure compliance with all quality, regulatory, and security processes.
- Prepare and review proposals per RFP and bid documents.
- Authoring and/or reviewing contract deliverables.
- Support field staff as necessary.
- Other duties as assigned by management.
Level specific responsibilities include:
Level - I:
- Provide client assistance to program managers.
- Manage scope, schedule, and budget on small-sized projects.
- Maintain 1-2 areas of technical expertise.
- Technical project execution and document preparation, peer review of project documents.
- Assist with small-sized task orders and project proposals.
- Technical mentoring.
Level - II:
- Provide client assistance to program managers.
- Manage scope, schedule, and budget on medium-sized projects.
- Maintain 2 areas of technical expertise.
- Lead technical project execution and document preparation, peer review project documents.
- Prepare medium-sized task orders and project proposals.
- Project staffing and technical mentoring.
Level - Senior:
- Business development assistance to program managers.
- Manage scope, schedule, and budget on large-sized projects.
- Maintain 2-3 areas of technical expertise.
- Lead technical project execution and document preparation, senior review project documents.
- Prepare task orders and project proposals.
- Project staffing and technical mentoring.
Minimum qualifications:
- Bachelor's degree in Construction Management, Engineering, or a related discipline. Experience may be substituted for education on a 1:1 basis.
- Experience managing multiple task orders and/or contracts in the State & Federal Contracting market.
- Strong knowledge of heavy civil construction, estimating materials, processes, equipment, means, and methods.
- Ability to pass background checks by various Federal Agencies.
- United States Citizen or Permanent Resident.
- Valid driver's license and ability to be covered under the company vehicle policy.
- Thorough understanding of corporate and industry practices, processes, standards, etc., and their impact on project activities.
- Adept at explaining technical aspects of fieldwork to internal and external clients verbally and in writing.
Level I:
- Zero (0) to Three (3) years of project management experience, specialized training, and/or an advanced degree, such as an MS, may be substituted for work experience.
Level II:
- Three (3) to Five (5) years of project management experience, specialized training, and/or an advanced degree, such as an MS, may be substituted for work experience.
Level Senior:
- Five (5) or more years of project management experience, specialized training, and/or an advanced degree, such as an MS, may be substituted for work experience.
Preferred qualifications:
- Proficiency in HCSS, Primavera (P6), Procore, Timberline Estimating Software, Blu Beam OST.
- Fifteen (15) or more years of prior experience in construction management.
- Experience managing $15M projects.
- Strong knowledge of Microsoft Office Suite and databases such as Word, Excel, Access, PowerPoint, and Outlook.
- Experience and knowledge of Alaska Native cultures.
- Professional Registration such as PMP, EIT, or PE.

- Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.
