THIS JOB ANNOUNCEMENT WILL REMAIN OPEN UNTIL AUGUST 22, 2025 5PM The Construction Project Manager (CPM) for the Water Management Division engages in professional and administrative work for the development, implementation, and management of Division projects. The work involves responsibility for contract consultants, maintenance and construction contractors engaged in the design, permitting, and construction of a variety of surface water and groundwater related projects. Work requires the ability to develop a scope of work; perform cost estimation; comprehend and evaluate engineering/environmental reports and designs; follow procurement procedures; evaluate, select, communicate with, and manage engineering/environmental consultants and contractors; monitor construction activities; provide inspection of facilities; adhere to budgets and schedules; communicate clearly; prioritize workload; and manage several projects of varying scope simultaneously. Excellent written, verbal and interpersonal skills are a must. Looking for a team-player with strong initiative and a "can-do" attitude. Preference will be given to candidates who possess experience with Geographic Information Systems, IBM Maximo, and PeopleSoft. General Description Performs advanced professional and administrative work in the design and management of construction projects for the County. Works independently, under limited supervision, reporting major activities through periodic meetings. Minimum Education and Experience Requirements
Requires an Associate's degree from an accredited college or university with major coursework in architecture, civil engineering, construction management or closely related field.
Requires eight (8) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.
Special Certifications and Licenses A valid Class "E" Florida Driver's License is required for duration of this position. Preferences Bachelor Degree in Engineering, Environmental Science, Biology, Ecology, Natural Resources Management, Business/Public Administration, or related field. Florida Professional Engineer (PE) License or Engineer in Training (EIT) Project Management Professional (PMP) Certification Certified Flood Plain Manager Two (2) years Surface Water Permitting experience Two (2) years experience with the design of surface water pumping and water control systems Two (2) years experience with governmental procurement processes DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Develops and prepares engineering plans and designs for a variety of construction projects; estimates quantities and costs of such projects.
Assists consultants in the development of construction projects; issues work orders to consultants, surveyors and testing labs; reviews consultants' plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultants' cost estimates and verifies consultant's invoices and recommends payment.
Coordinates bid advertisements; schedules and assists in conducting pre-bid conferences; assists in evaluating bids and making recommendations for award of contract.
Schedules and assists in conducting pre-bid construction meetings with consultants, contractors and subcontractors; issues Notice to Proceed to contractors; reviews field inspection reports.
Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant's payments.
Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.
Prepares required paperwork for capitalizing and closing the project; performs special investigations, sites analyses and feasibility studies as required and submits technical and management reports.
Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys; assists with the preparation of the budget for capital expenditures.
Makes recommendations regarding hiring, discipline and promotions of subordinates; authorizes leave; evaluates employee performance.
Performs related work as assigned.
