POSITION SUMMARY
The Construction Rehabilitation Specialist oversees housing inspections, project management, and construction oversight for first-time homebuyers and housing rehabilitation programs. This role assists in the entire process from inspections to completion, ensuring compliance with building codes and grant requirements, cost efficiency, and high-quality standards; all the while maintaining positive relationships with clients, contractors, funders, and vendors.
Key Responsibilities:
- Conduct detailed housing inspections for rehabilitation programs, ensuring properties meet building codes as well as health and safety standards.
- Prepare accurate cost estimates and develop work specifications using industry-standard software.
- Coordinate with local building departments to ensure necessary permits are obtained and closed out on time.
- Secure Board of Fire Underwriters approvals, lead clearance, and other necessary regulatory reports for compliance.
- Lead construction conferences with homeowners, contractors, and stakeholders to align project plans.
- Oversee construction activities, manage timelines and budgets, and ensure high-quality results.
- Manage bidding processes, prepare contract documents, and oversee contractor selection.
- Resolve conflicts between homeowners and contractors to ensure smooth project execution.
- Perform environmental reviews (e.g., SHPO, FEMA, Lead Determination) to ensure compliance with grant requirements.
- Maintain detailed documentation of all project phases and ensure accurate tracking and reporting.
- Serve as a liaison for clients and contractors, explaining grant requirements and regulatory processes.
- Pursue ongoing professional certifications and training to maintain compliance with evolving program standards
REQUIRED QUALIFICATIONS
Education:
- Must have High School diploma or equivalent
- Some college or trade degree preferred
Experience:
- A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position is required, 5 years' experience is preferred.
- Experience with government funded programs preferred
Salary Range $25 - $26 per hour
