General Description of Duties

Under administrative direction, the purpose of the position is to perform highly responsible work directing and managing project management staff engaged in the planning, budgeting, design and construction of maintenance projects, new facilities, renovations and modifications to existing facilities, and other related assignments. Employees in this classification function in a management capacity and are responsible for administering and supervising the project management staff to include general duties such as assigning work, establishing goals and schedules, monitoring work quality, providing support to staff where needed and elevating issues to higher management authorities when warranted.

Manages the planning, organization and implementation of the Facilities Management Department's goals and objectives and translates them into actionable, assignable plans.
Coordinates and integrates all assigned tasks and sub-tasks toward achievement of department goals and objectives necessary for success with the County's strategic plan.
Leads staff in managing the design and construction of commercial buildings, including site work, utilizing the design/build, lump sum and construction management at risk delivery methods; directs building maintenance procedures, preventive maintenance methods.
Ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
Assists in performing preliminary project budgeting for construction costs and monitors the project costs throughout the life of the project.
Performs a wide variety of administrative duties; prepares scope documents for the appropriate written contracts for the work; prepares professional services contracts.
Collaborates with project user groups and design professionals to ascertain the most cost-efficient project design within an established budget.
Negotiates contracts and agreements, as assigned, with contractors, subcontractors and suppliers.
Provides staff guidance and leadership to ensure that project administrative records and reports are complete, properly stored and available for review and use.
Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education: Bachelor's Degree in Engineering, Architecture, Construction Management or a related field.
Experience: Four (4) years administrative or managerial experience in Architectural/Engineering Services, Project Management, Construction Management and Facilities Management, or an equivalent combination of education, certification, training and/or experience. Project management and budget administration experience highly desirable.
Miscellaneous : Must possess and maintain a valid Florida Driver's License.
Knowledge, Skills and Abilities Skill in effectively directing a staff comprised of professionals responsible for carrying out project management related tasks.
Skill in understanding and expressing ideas effectively, both verbally and in writing.
Management-level interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations.
Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, Federal, State, and County representatives, project user groups, design professionals, and the general public.
Skill in reading, analyzing and interpreting technical, design and construction documents, procedures, and documentation.
Extensive knowledge of applicable state, federal and local laws, rules, ordinances and regulatory standards applicable to the work.
Ability to translate Osceola County goals and objectives into actionable success plans.
Ability to interpret regulations to the general public in a professional and courteous manner.
Knowledge of the design and construction of commercial buildings, including site work, utilizing the continuing service agreements, design/build, lump sum and construction management at risk delivery methods, along with the ability to prepare scope documents for the appropriate written contracts for the work.
Ability to read and interpret plans and specifications.
Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
Knowledge of construction costs and able to perform preliminary project budgeting and monitor the project costs throughout the life of the project.
Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
PHYSICAL DEMAND REQUIREMENTS:
Physical Demand: Light 20 pounds maximum lifting.
Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
If less lifting involved will require significant walking/standing.
If mostly sitting is involved will require push/pull on arm or leg controls.
Expressing or exchanging ideas by spoken word or perceiving sound by ear.
Good eyesight for production or safety of self and others.
