Invest DSM, Inc. is a non-profit organization dedicated to revitalizing specific neighborhoods in Des Moines and Polk County, Iowa. We work with homeowners and their contractors, other non- profit organizations, and private developers to provide financial incentives for high-quality, market- leading home renovation and new construction. We also provide financial assistance to other organizations to complete commercial development projects, and partner with the City of Des Moines on infrastructure and other quality of life projects. The Construction Specialist has an important role to play for our organization in creating standards and ensuring all projects we fund are designed and completed at a high level of quality that will result in a return on investment for the property owner and the community.

Statement of Duties Under general direction of the Neighborhood Development Manager, perform professional work including the planning, oversight, and quality control of Invest DSM- funded residential and commercial construction and renovation projects in collaboration with homeowners, developers, business owners, landlords, contractors, and other community organizations.
Examples of Essential Duties: 1. Establish and maintain cooperative relationships with residents, developers, business owners, landlords, contractors and other community organizations. 2. In collaboration with other Invest DSM staff, develop construction standards and expectations for Invest DSM programs. 3. Develop and implement quality assurance measures to ensure standards are achieved during all phases of construction for every project Invest DSM funds. 4. Collaborate with homeowners, developers, business owners, landlords, contractors, and other community organizations on renovation projects by providing design, spec writing/review, and other technical assistance throughout the project. 5. Build partnerships with developers and contractors and hold them accountable to Invest DSM construction standards and budgetary agreements. 6. Manage Invest DSM-owned construction projects – typically home renovation or new construction; define scope of work, solicit contractor bids, oversee budget, and act as project manager and company liaison with 3rd party General Contractor. 7. Maintain records of program activities; ensure compliance with recordkeeping and reporting requirements; develop a network of construction trade resources. 8. Prepare and administer all relevant program documents including project scopes of work and draw request review. Update internal database with all relevant applicant information. 9. Stay apprised of government guidelines and changes to laws, codes, rules, and regulations; monitor program compliance related to provision of home renovation and related services. 10. Perform other related duties as assigned.
Required Knowledge, Skills, and Abilities: Knowledge of regulations, methods, materials, and techniques involved in building construction, repair, and alteration. Knowledge of lead abatement practices desirable. Knowledge of contemporary design elements sought by today’s homebuyers and how to update and modernize older homes. Considerable knowledge of project management principles and practices. Knowledge of community resources related to housing desirable. Knowledge of modern office management procedures/practices & ability to work with Microsoft Office and Adobe Acrobat software programs. Knowledge of business English, spelling and grammar. Skill in organizing/prioritizing tasks and attention to details. Ability to guide projects to include high-return investments in home improvements. Ability to meet deadlines/effectively multi-task. Ability to communicate effectively both orally and in writing. Ability to collaborate effectively with others. Ability to lift/carry materials/equipment weighing up to 50 lbs. Ability to maintain a valid Iowa driver’s license. Ability to establish/maintain effective working relationships with other employees, clients, developers, contractors, suppliers, public officials, vendors, business partners, and the general public.
Training and Experience: Experience with lead abatement desirable, Proficiency in Microsoft Office Suite and Adobe Acrobat, Strong attention to detail and organization, Bachelor’s degree in construction management or related field, or Five or more years of related experience, or Any equivalent combination of training and experience that will have provided the required knowledge, skills and abilities.
