Job Description This service supports Environmental Management Sector Clients and ProSidian Team Members work as part of an Engagement Team Cadre (Labor Category | Prof) to fulfill T&M - Time and Materials (T&M) requirements. Responsible for monitoring and evaluating the progress of assigned subcontracts and conducting daily field surveillance of sub-contractors to ensure compliance with the contract, safety, quality, environmental and technical requirements. Responsibilities include: Construction Subcontract Technical Representative (STR) Candidates shall work to support requirements for Technical General Support Services (GSSC) related to NAICS: 541690 - Environmental Consulting Services, NAICS: 541690 - Scientific and Technical Consulting Services - Energy, and NAICS: 591690 - Professional Scientific Technical Consulting Services and fulfill the following position responsibilities: Review design output Verify field conditions Prepare and/or review estimates Prepare and/or review schedules Prepare field conditions and safety documents Assemble all documents for the requisition package Support procurement in pre-bid meetings and coordinate answers to bidders' technical questions Assist procurement in the evaluation of bids Coordinate subcontractor badging and training Review subcontractor safety plans and other submittals as required Prepare computer-based work packages using Asset Suite and Assisted Hazard Analysis Establish STR files in accordance with procedures Coordinate other subcontractor needs (security, radon, permits, etc.) Coordinate SRR provided services or materials In conjunction with procurement, conduct the Pre-Construction meeting Verify all necessary documents are approved prior to work (work package, permits, safety plans, submittals, etc.) Ensure pre-job briefing is performed Daily oversight of subcontractor work to ensure conformance to requirements Perform safety walk-downs and Focused Observations to verify/document safe performance Participate/lead investigations of subcontractor incidents/injuries Maintain detailed Daily Activity Reports to document job progress, problems, deficiencies, etc. Coordinate resolution to field and design issues Monitor and report on schedule and cost performance Prepare monthly accruals and approve subcontractor applications for payment Coordinate work activities between subcontractors or site personnel Interface with others such as the facility, radon, safety, IH, QC, etc. to support subcontractor work Collect and report subcontractor weekly man-hours Participate in weekly subcontract progress meetings Prepare subcontract change requests Assist procurement in evaluations of changes and negotiations with subcontractor Support project team meetings Coordinate and verify ongoing/revised subcontractor submittals Prepare the turnover package Coordinate turnover to the facility and manage the completion of punch list Generate Certificates of Mechanical and Physical Completion Closeout work packages Ensure collection and closeout of all subcontractor security badges Ensure all subcontract deliverables are complete and accepted Assist procurement in resolving any outstanding claims or change notices Approve final application for payment Prepare Subcontractor Performance Report as required Turnover subcontract files to procurement Qualifications The Construction Subcontract Technical Representative (STR) - Construction shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and be proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. All employees, in the performance of their respective responsibilities, shall conduct themselves in the highest possible standards of ethical and business conduct. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined. Requisite work experience and technical skills to fulfill the roles and responsibilities of the Construction Subcontract Technical Representative working and performing tasks in the Energy Industry (Oil and Gas / Power and Utilities / Nuclear Energy) Bachelor's degree in engineering or construction and at least 5 years of practical experience in construction or Associate's degree in engineering or construction-related field and 5-10 years of practical experience in construction or High school diploma and 10+ years of practical experience in construction engineering or related area Working knowledge of subcontract formation and management with at least 2 years of practical experience Knowledge and understanding of DOE/federal contracting requirements (FAR, DEAR, etc.) Working knowledge of construction safety requirements (OSHA 1926) Experience in the development and analysis of construction schedules and estimates Previous experience with generating work execution plans (preferably utilizing the Asset Suite work control system) Previous experience with generating job hazards analysis (preferably using the Assisted Hazard Analysis program) Excellent oral and written communications skills Previous related experience at SRS would be a plus A 40-hour workweek is scheduled. SRR construction utilizes a 10 hour per day - four days per week schedule. Candidates must possess a valid driver's license Personal vehicles operated by candidates must have valid registration Personal vehicles operated by the candidate must be insured with proof of insurance within the vehicle TRAVEL: Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, as allowed, in accordance with Federal Travel Regulations.
