Turner & Townsend is seeking an experienced Cost & Estimating Management Lead with a strong background in civil infrastructure, specifically with required experience in rail construction projects, to work with our team onsite in Midtown Manhattan. This role involves managing budgets, tracking costs, supporting forecasting, and ensuring accurate reporting. Strong data analysis skills, experience with earned value, and the ability to work across teams are essential. In-office working is required 3-4 days a week, out of our clients' offices located in midtown Manhattan. Requirements may change depending on our client's needs.

Responsibilities

• Implement, administer, and maintain cost control system and procedures to track project budgets, commitments, expenditures, and forecasts for projects of medium complexity and value
• Assist in the preparation and review of cost estimates
• Provide cost information to support decision and alternative selection
• Evaluate and analyze fee proposals/bids and provide recommendations for decision making
• Provide forecasts and cash flow analysis
• Maintain and manage the cost report and provide regular updates on financial position
• Assist in the development, validation, and maintenance of the project schedule
• Assist in developing reporting tracking tools and generates cost reports on a regular basis including evaluation of earned value
• Build intricate spreadsheets to enable fast and accurate data manipulation of large datasets
• Extract data from several sources, transforming it to fit operational needs
• Reconcile data to support complete accuracy and creates a clean audit trail
• Perform day to day commercial management activities including, but not limited to, attending and/or chairing progress meetings, monitoring schedules, expediting, drafting of change documents as required, facilitating change processes, negotiations, facilitating and negotiation of claims and disputes as required, forecasting, accrual reporting, validation of payment requests, tracking of contract submittals and other deliverables, monitor document controls and contract interpretation
• SOX control responsibilities may be part of this role, which are to be adhered to where applicable

Qualifications

• 7+ years of recent cost control, estimating, and commercial management experience on rail infrastructure construction projects (rail experience is required)
• A recognized university degree in Construction Management or a related field
• Membership in relevant professional organization (e.g., RICS, AACEI) is advantageous
• Certification or designation from a professional body is an asset (e.g., MRICS, CCP)

The salary range for this full-time role is $150K-$190K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.
