Construction Program Manager
All Native Group, a Division of Ho-Chunk Incorporated, is seeking a Construction Program Manager to deliver complex construction projects for the U.S. Army Corps of Engineers and Naval Facilities Engineering Systems Command. This position can be located in Long Island, NY, Orlando, FL, or Jacksonville, FL, or can potentially be remote with a great deal of travel to these areas.
The Construction Program Manager is responsible for the overall management, execution, and financial performance of USACE and NAVFAC projects. This role leads project teams from award through closeout, ensuring compliance with contract requirements, schedule milestones, quality standards, and safety regulations.
Essential Functions:
- Manage all phases of federal construction projects from preconstruction through closeout
- Serve as the primary point of contact with Government Contracting Officers, CORs, and QA personnel
- Ensure compliance with USACE and NAVFAC contract documents, specifications, and quality requirements
- Direct and coordinate Superintendents, Quality Control Managers, SSHOs, and subcontractors
- Oversee project schedules, budgets, cost controls, and change management
- Review and approve submittals, RFIs, and change orders
- Ensure Quality Control Plans and Safety Plans are implemented and enforced
- Monitor subcontractor performance, productivity, and compliance
- Maintain accurate project documentation, reporting, and communication with stakeholders
- Support project turnover, commissioning, and closeout processes
Supervisory Responsibility:
Will supervise Superintendents, Quality Control Managers, SSHOs, and subcontractors
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Must be able to work indoor conditions 90% of the time.
